COMPLETENESS AND ISSUES REVIEW
Land Development Engineering has completed a review of the above-referenced project for
completeness and engineering issues of concern. All items needed for engineering review are
provided for determining the application as complete. Engineering issues which need to be
resolved or adequately addressed prior to staff making a determination on the proposed
project are as follows:
1. Please submit a completed Stormwater Standard Questionnaire. The form can be
printed from http://www.carlsbadca.gov/engineering/chklstpdf/stormwater-qstnn.pdf.
2. If the Stormwater Standard Questionnaire concludes that Standard Stormwater
Requirements must be used, then you will need to incorporate any feasible techniques
described on page 10 of the City's Standard Urban Storm Water Mitigation Plan
(SUSMP) for the proposed expansion. Options include replacing a portion of the onsite
impervious pavement with pervious pavement or draining impervious area into a
landscaped area. Plot direction of drainage flow.

ISSUES OF CONCERN
Planning:
1. Please provide how the required parking was calculated for each separate use based on the
requirements outlined in Section 2-10 of the Car Country Specific Plan. Please include this
information to the Site Data section.
2. Please provide the City's assigned project number (COP 12-20) in the upper right hand portion of
the site plan.
3. Please have the Land Use Review Application signed by the property owner.
4. Noticing Requirements: Please provide an address list and labels for occupants within a 100 foot
radius.
5. Please fill out the attached Minor Coastal Development Permit checklist.
Engineering:

The City Planner has completed a review of your application for a consistency determination regarding
the proposed improvements to the existing Hoehn Honda dealership {APN: 211-060-06) located at 5566
Paseo Del Norte. The proposed modifications include:
• Demolish existing sales office and attached overhead trellis structures and support columns,
• Add 10 new parking spaces,
• Repair existing C.M.U. wall as necessary,
• Reface the Main Building and Sales Office Building with stucco;
• Convert existing showroom to offices, and
• Direct drainage discharge from new impervious surface to a pervious surface.
In order for a Discretionary Permit Consistency Determination to be approved, all of the following
findings must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function.
2} The request represents an upgrade in overall design features and or materials and improves
upon the project's compatibility with the surrounding neighborhood.
3} The proposed revision does not change the density or boundary of the subject property.
4} The proposed revision does not involve the addition of a new land use not shown on the original
permit.
5} The proposed revision does not rearrange the major land uses within the development.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code.
7} The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
B) The proposed change would not result in any health, safety or welfare impacts.
9} There were not any major issues or controversies associated with the original project which
would be exacerbated with the proposed change.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved.

After careful consideration of the circumstances surrounding this request, the City Planner has
determined that the application QUALIFIES for a consistency determination as the project is consistent
with the Car Country Specific Plan (SP-19) and therefore, APPROVES the changes to the project based on
Planning Division Administrative Policy No. 35.
Unless otherwise specified herein, all conditions shall be satisfied prior to the initiation of project
construction.
1. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits (site plan, floorplans, &
elevations) for the project file. The blueline copies must be submitted, stamped "Consistency
Determination," and signed by the City Planner prior to issuance of any building permits for the
project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be
downloaded from the City's website at
