Please note the following changes that have been made and clouded as "Delta 2 Revisions" dated 1/7/12. Below is a summary of the plan changes followed by responses to questions in Chapter 3 of the "City of Carlsbad Village Master Plan and Design Manual". 1. Maintenance Building removal-The two story Maintenance Building (M.B.) at the South end of the project site has been removed from the project in its entirety. No parking spaces have been removed. The two HC spaces that originally served theM. B. have been moved over to the North Parking Lot to better facilitate the Athletic Facility. The upper South Parking lot with sixteen spaces has been lowered by almost 2 feet from its previous elevation of +49.0' to +47.0' to reduce the impact on the existing grade. With the M.B. removed the additional elevation is no longer needed for access. The majority of the site under the M.B. has been returned to a landscaped area and will be planted with grass and trees. The proposed Electrical service for the Athletic facility and the Press Box will remain and be housed in a 13 foot by 13 foot by 6 foot high Masonry Equipment Enclosure with lockable gates. A site fence has been added to the perimeter of the site to enclose it for security. Two vehicular gates have also been added at the entrances of both parking lots. 2. Press Box-The Press Box location on the site and its building site elevation have not changed. One arched bay from each side on the West side has been removed to reduce the overall length of the building by aprroximately 15 feet. The floor to floor elevation has been increased by 1 foot from 10'-6" to 11'-6". On the main level the number of plumbing fixtures has been reduced. The reason for this is that the lobby of the Athletic Facility will be open during game time and so the fixtures from Women 105 and Men 106 will be available for use. On the upper floor the number of Boxes has been reduced from five to four. The bleachers against the East wall have been lowered by approximately 3 feet and the original walkway and stairs leading from the bleachers have been removed. This allows for better circulation and removes unnecessary stairs and handrails. For access to the press boxes a stair with a lockable gate has been added. 3. Athletic Facility-The wall along the East side has been revised to create a higher parapet that screens Mechanical units better and enhances the elevation by bringing similar building elements to that side of the building. On the Interior two closets have been added. I.T. 131 on the North West end by the Electrical Room 107 and AV 125 has been added to the Storage room 124 on the North East side. A door has been added to Men's Lockers 116 that exits into Vestibule 122. A door has been added from Toilet 129 and the entrance to Visitor's Lockers has been moved the East wall. A door from Visitor's Lockers to Wrestling 126 has been deleted. Consistency Determination 1. The modified project design is comparable in character, scale, architectural detail and/or other design features to the original project design or represents an upgrade in overall design features and/or materials as originally approved. The modifications must not be readily discernible to the decision makers as being substantially different from the project as originally approved. The original architectural detail or the design features may be enhanced as long as the character, scale, or theme of the design remains consistent with the original approval. a. The removal of the Maintenance Building (M.B.) will reduce the amount of daily traffic across Carlsbad Boulevard as well as reduce the amount of built area on the site. The site area will be will be planted with grass and trees that will enhance the natural look of the project. Also, by removing the M.F., the original building elevation level can be lowered which will have less of an impact on the amount of grading needed on site. By adding the parapet along the East side of the Athletic Facility the overall character of the architecture is enhanced with additional ornamentation that reflects the rest of the building elevations. 2. No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function by the Housing & Neighborhood Services Director, Planning Commission and/or City Council. a. Removing theM. F. is beneficial to the project because it reduces traffic across Carlsbad Boulevard and along Beech St. 3. The modified project complies with all applicable development standards, or does not exceed the variances in standards as originally approved by the final decision maker. a. The overall project is enhanced by creating less of a site impact and improving the overall aesthetic design on the East Elevation. 4. The modified project does not increase the density or intensity of the development. A decrease in the density or intensity of development can be considered an acceptable change for consistency determination purposes, at the discretion of the Housing & Neighborhood Services Director. a. Density and intensity in terms of traffic are reduced. Building Density and site impact are reduced. 5. The proposed modification does not involve the addition of a new land use which was not shown on the original permit. a. No. 6. The proposed change will not result in any significant environmental impact, and/or require any additional mitigation. a. No. 7. The proposed modifications include: • Maintenance Building Removal -The two story maintenance building at the south end of the site has been removed from the project in its entirety. No parking spaces have been removed. The two disabled parking spaces that originally served the maintenance building have been moved to the north parking lot to better serve the athletic facility. The south parking lot has been lowered by almost two feet from its previous elevation of +49.0' to +47.0' to reduce the impact on the existing grade. With the maintenance building removed, the additional elevation is no longer needed for access. The majority of the site where the maintenance building was located will be a landscaped area planted with grass and trees, and will also provide an additional viewing area for events on the athletic field. The electrical service for the athletic facility and press box will remain and be housed in a 13 foot by 13 foot by 6 foot high masonry equipment enclosure with a decorative split-face masonry wall with landscaping consisting of trees, shrubs and vines to assist in screening. • Press Box-The one arched bay from each side on the west side has been removed to reduce the overall length of the building by approximately 15 feet. The overall width of the building has been reduced by approximately four feet so that the lower and upper walls of the building align to achieve a more efficient structural and building design. The floor to floor elevation has been increased by one foot from 10' 6" to 11' 6". On the upper floor, the number of boxes has been reduced from five to four. The bleachers against the east wall have been lowered by approximately three feet and the original walkway and stairs leading from the bleachers have been removed. This allows for better circulation and unnecessary stairs and handrails. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on the Village Master Plan and Design Manual. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file and a reproducible 24" X 36" mylar copy of the amended site plan. The mylar must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any building permits for the project. A note has also been added that landscaping will be added that will screen the wall and will be in conformance to the existing approved plans. At this time the current landscaping plans are under review and we are awaiting approval before making any additional changes to the plans. Also, as discussed, we are no longer making changes to the East wall of the Athletic Facility. The plans will remain as currently approved.
