This project proposes to convert a portion of the Warehouse space to Office and R&D lab space. See Building Area Summary for the square footage areas to be converted. The conversion will require the existing parking count to be adjusted for the increase in Office and R&D lab; and decrease in Warehouse space. These changes include modifying the existing landscaping and curbs for the addition of 41 total parking stalls. Below, we have provided a list of engineering issues. Prior to resubmittal, please have the applicant address the following engineering issues: 1. Prepare and submit a storm water standards questionnaire (SWSQ), city form E-34, to establish the level of storm water standards that apply to this project. The form is attached for their use. 2. Based on results from the SWSQ, if this project is subject to priority development project requirements, prepare and submit a preliminary storm water management plan (SWMP) for staff review. 3. Based on results from the SWSQ, revise the exhibits to identify and show how storm water standards will be met. The exhibits should show the onsite Best Management Practices (BMP's) and treatment measures to be employed to satisfy the city storm water standards for this project. Please note that flow-control (hydromodification) may also apply to this project. However, with minor modifications to the site design, you may be able to apply for an HMP exemption. The proposed modifications include: • Existing building size of 175,870 square feet; tenant improvement to convert 22,800 square feet of existing warehouse to office and lab use (office: 14,700 SF; lab: 8,100 SF); and • Modify existing landscaping to add 41 parking spaces (416 existing parking stalls, 41 proposed stalls= 10% increase in number of parking stalls). In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function. 2) The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood. 3} The proposed revision does not change the density or boundary of the subject property. 4} The proposed rl!vision does not involve the addition of a new land use not shown on the original permit. · 5) The proposed revision does not rearrange the major land uses within the development. 6) The proposed revision does not create changes of greater than ten percent provided that compliance wit/ be maintained with the applicable development standards of the Carlsbad Municipal Code. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8} The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project os originally approved. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35 . .,....,.. The mylar must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any building permits for the project.
