Dear Planning Department-City of Carlsbad:
The proposed project site is located on the Northeast portion of the La Costa Town square, in pad
10. This project is a Flat pad ready site including drive thru with By-pass lane and 51 parking stalls
allocated to our site. all provided by the landlord. The proposed project is a 3,648 square foot
Chase bank building. The Project will operate Monday thru Saturday from 9:00A.M. to 6:00P.M.
and Sunday From 9:00A.M. to 4:00P.M. Within our portion of the project. from the curb line in, we
are proposing to provide approx.l, 400 sq. ft. of landscaping all which follows the shopping
centers design pallet for planting. Also included in the site construction is a drive thru ATM
machine.
The proposed Chase building exterior elevations will be constructed with similar materials as you
will find in most of the adjacent neighboring sites and will be harmonious with the city standards
for new construction guidelines. The building will have a stucco mass with a concrete veneer
base and asphalt shingle tile roof. The colors proposed are earth tones consistent with the design
guideline provide by the shopping center-see the attached colored elevations for more details.
The signage provided will also be based on city standards and guidelines and will be submitted
separately for approval.

The City Planner has completed a review of your application for a Consistency Determination, {APN:
223-050-72-00), which is a modification to the architectural design of Building 10 within the La Costa
Town Square Shopping Center. The proposed modifications include:
• Minor architectural design changes to Building Ten in keeping with the overall design
theme of the center to suit the proposed tenant
• Modifications to the drive thru feature from a covered arched feature to a free standing
flat roofed element
• Increase the height of the southerly flat architectural roof parapet element by one foot
• Increase the main building parapet wall height by 4 inches
• Decrease the building area from 3,858 square feet to 3,648 square feet
In order for a Discretionary Permit Consistency Determination to be approved, all of the fallowing
findings must be made:
1) No project condition, feature, facility or amenity is changed or deleted that had been considered
essential to the project's design, quality, safety or function.
2} The request represents an upgrade in overall design features and or materials and improves
upon the project's compatibility with the surrounding neighborhood.
3} The proposed revision does not change the density or boundary of the subject property.
4} The proposed revision does not involve the addition of a new land use not shown on the original
permit.
5} The proposed revision does not rearrange the major land uses within the development.
6} The proposed revision does not create changes of greater than ten percent provided that
compliance will be maintained with the applicable development standards of the Carlsbad
Municipal Code.
7} The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
8) The proposed change would not result in any health, safety or welfare impacts.
9} There were not any major issues or controversies associated with the original project which
would be exacerbated with the proposed change.
10} The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as originally approved.
