HomeMy WebLinkAboutCD 13-18; Floral Trade Center; Administrative Permits (ADMIN) (2)Project Description MAKE Office Building (Floral Trade Center) 5600 Avenida Encinas Carlsbad, CA 11/25/13 The objective of the MAKE project is to use the existing 156,092 SF Floral Trade Center Building and renovate it into a cutting edge office building for today. This involves removing a 15,705 SF section of the interior roof to create a Breezeway to allow light into the center of the structure. This new Breezeway will be 40 feet wide and create a space for the tenants to be able to open up their interior space to the outside. The project could have up to 30,783 SF of future mezzanine space bringing the total building area to 171,170 SF (not exceeding the 10% increase 156,092 SF X 1.10% =171,701 SF for Substantial Conformance) The Breezeway will be a space to have meetings or just go outside and create on your own. It will act as a circulation space, a gathering space, a space for nourishment and a space to gather light. There will be a cafe in the corner a gallery at the north end and beautiful views to the west and north. You will see from the plans it is a balance of decorative hardscape and landscape. The interior uses will be primarily office (140,387 SF) with approximately 30,783 SF of Studio space, where the tenants can move from their office area to work creatively on team projects. This space will be better defined as the project acquires tenants and their needs are defined. For water quality purposes, the majority of the existing paving will remain and a new asphalt overlay will be provided to bring the quality of the finished paving to current standards. All new flat work and landscaping will be provided in the parking lots and around the building. The existing concrete drainage ditch at the west side of the property will be abandon ahd three 36" pipes will be installed below grade. Two of the pipes will take the drainage from the adjacent property and one will handle the drainage on site. Other amenities include a bike shop where tenants can store their surfboards, grab a beach bike and pedal to the nearby beach. There will be an outdoor amphitheater for tenants use and for community uses alike. The amphitheater will have AV facilities as well as a large outdoor projection screen to enhance the use of the space. An area on the west side will be provided for gourmet food trucks to provide quality food to the tenants and support public use of the amphitheater. As part of our submittal package we have included RAPT Architecture's design brief that shows the progression in the development of the concept and provides a variety of images that sparked the creative design process. This brief also shows some of the finishes considered for the exterior. The proposed modification includes: • Renovate the existing one-story 156,092 SF Floral Trade Center into a 140,735 SF shell building (future office), removing 15,357 SF of roofed area to create an approximate 38-foot wide breezeway through the building. The project could have up to 30,966 SF of future mezzanine space bringing the total building area to 171,701 SF (not exceeding a 10% increase 156,092 SF X 1.10%"' 171,701 SF). • Create new window openings in existing walls to allow more light into the interior and provide an updated look to the building architecture. Remove existing metal building fascia and install new smooth finished EFIS System plus wooden screen elements to update the building architecture. • Proposed breezeway through the building will provide outdoor meeting spaces for future building tenants. • All 62,860 SF of existing landscaping will be removed and replaced with 123,768 SF of new landscaping and irrigation installed throughout the site. • Large landscaped areas will be created around the building to provide a buffer from parking and driveways. Private tenant patios will be created to provide outdoor spaces for tenants to meet. • For water quality purposes, the majority of the existing paving will remain and a new asphalt overlay will be provided to bring the quality of the finished paving to current standards. Design will comply with current water quality standards. • The existing concrete drainage ditch at the west side of the property will be abandoned and three 36"-diameter pipes will be installed below grade. Two of the pipes will take the drainage from the adjacent property and one will handle the drainage on-site. • Amenities include a bike shop where tenants can store their surfboards and other equipment. Outdoor rinse-off areas will be provided for the tenant's use after their visit to the beach. • There will be a horseshoe pit for recreation and an outdoor amphitheater for tenants use. The amphitheater will have AV facilities as well as a large outdoor projection screen to enhance the use of the space. • An area on the west side will be provided for gourmet food trucks to provide quality food to the tenants. • There will be a cafe kiosk within the breezeway with beautiful views to the west and north. The following information will assist you in completing the next steps in obtaining the required grading permit. Our records indicate your project is clear for grading permit issuance provided the following items are completed to the satisfaction of the city engineer. If you have not already done so, please submit these items to the engineering development services counter at 1635 Faraday Avenue. 1. Grading permit application (enclosed) submitted within 12 months of the date of mylar signing (see www.carlsbadca.gov/engineering for current version of forms). If application is submitted later than 12 months, an additional plancheck and fee may be required. 2. Four copies (two full size and two 11" x 17") of the approved grading plans. 3. Two copies (one full size and one 11" x 17") of the approved single sheet post-construction BMP exhibit. 4. A copy of this letter. Since permit fees are subject to change, you may wish to verify the permit fee amount prior to applying for your permit. After complying with the requirements listed above, you will be provided with contact information for scheduling the preconstruction meeting with a public works inspector. The inspector will give you your copy of the grading permit at the preconstruction meeting. The Inspection Division will coordinate the release of your securities at the completion of the project. Please do not begin construction until you have received your permit (rom the public works inspector. Additionally, the following items may be required during the construction of your project.
