In general the current design includes: • • • • Showroom: minor building re-orientation, net square footage to remain unchanged (at 11,587 s.f.; plus additional 2,491 s.f. for service canopy addition as previously approved). Service Building: existing service building to remain as currently developed, proposed scope as approved in SOP 12-4/CDP 12-26N 13-2 will not be implemented. New scope includes exterior paint to match showroom building, lighting fixture improvements. Parking: new total required parking spaces to be provided is 108, (customer: 11; employee: 27; repair: 70). Engineering and Landscaping: scopes modified (and shown in included exhibits) to reflect engineering and storm-water management as required by reduced project scope. Please contact us with questions. Trees pertaining to this requirement shall be located within the parking area, exclusive of parking lot setbacks. The trees shall be located in close proximity to the spaces they are to shade. Subsequent to the Planning Commission's approval of the project, minor modifications to the showroom remodel and addition were found to qualify for a consistency determination (CD 14-01) by staff on April 2, 2014. As the proposed architectural style incorporates Spanish/Mediterranean features, pursuant to the design guidelines of the Car Country Specific Plan, SP-19 (I), the necessary findings were made to grant these approvals. I understand that Cadillac has inquired if the red-tile hip roof on the Cadillac tower and the framed glass were required to grant these approvals as they would prefer a flat tower and butt-joined glass. Please be advised that the removal of the red-tile hip roof on the Cadillac tower and the framed glass would be inconsistent with the architectural design guidelines and, therefore, could not be supported by staff. These elements were required to grant the above-noted approvals, along with a decorative cornice and a warm earth tone color scheme for the stucco. The proposed modifications include: • Removal of the 2nd floor parking structure and rooftop parking; • Redesign of the parking at the rear of the property; and • Minor modifications to the showroom remodel and addition. In order for o Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considere"d essential to the project's design, quality, safety or function. 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood. 3} The proposed revision does not change the density or boundary of the subject property. 4} The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable· development standards of the Carlsbad Municipal Code. 7} The proposed change will not result in any significant environmental impact, and/or require additional mitigation. B) The proposed change would not result in any health, safety or welfare impacts. 9} There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35. Clarify the number of existing service stalls; 32 and 33 are both noted on the title sheet (33 in parking calculation and 32 in the ADT calculation). Please revise the applicable information accordingly. 2. Please revise the Key Site Plan (Sheet AS) as follows: a.· Distinguish between the customer, repair and employee parking stalls. Please number the stalls for each category and verify that it corresponds with the parking calculation on the cover sheet; b. Add a note that the customer stalls are required to be striped to note "Customer Parking"; c. The maximum allowable height for the retaining wall proposed along the rear property line is 6 feet. Please revise the site plan to adjust the location of the parking and the trash enclosure to match the changes that will need to be made to the grading plan. In addition, please be advised that the orientation of the trash enclosures may need to be shifted in order to maintain fire access. Several parking spaces may need to be removed/redesigned to maintain fire access; d. Provide a minimum driveway width of 24 feet between the new service drive canopy and the landscape planter to the south; e. Dimension all drive aisle widths to ensure that 24 feet is provided; and f. Remove parking space #84 to allow the appropriate back-up area for #83. Please replace #84 with landscaping. _ _Engineering: 1.
