HomeMy WebLinkAboutCD 15-14; Leo Carrillo Ranch Park; Administrative Permits (ADMIN)(city of Carlsbad CONSISTENCY DETERMINATION SUBMITTAL PROCEDURES AND APPLICATION P-16 What you need to give us: ( Development Services Planning Division 1635 Faraday Avenue (760) 602-4610 www.carlsbadca.gov • Application form (signed by the owner(s) of the property unless applicant has sufficient legal interest in the property.) • Fee (See current fee schedule for cost) • Detailed written description of the proposed revision(s) • Two (2) sets of your site plan folded to 8 'h x 11 • Revised site plans and/or elevations and floor plans • Exhibits/plans/tables, which provide a comparable analysis of the existing project and proposed revised project WHEN and WHERE to submit: Your application may be submitted at the Planning Division counter at 1635 Faraday Avenue, from 7:30a.m. to 4:30p.m. Monday through Thursday or 8:00a.m. to 4:00p.m. on Friday. HOW your application is processed: After a submittal is made, the project planner and project engineer will be assigned the project. Written responses to your submittal will be mailed following the Planning and Land Development Engineering review (and other divisions/departments as applicable) and should be received by you within thirty days after the review date. Please keep in mind that additional information may be requested in order to make a consistency determination and project issues of concern. Upon approval of a Consistency Determination, the City Planner will request the project applicant to submit two (2) blueline copies (24"x36") of all Consistency Determination exhibits to be stamped "Consistency Determination." Also, you may need to provide the City with a reproducible 24"x36" mylar copy of an amended Site Plan which must be stamped "Consistency Determination" to obtain the City Planner's signature. Please review Policy 35 (attached) to determine if your project qualifies for a Consistency Determination. P-16 Page 1 of2 Revised 09/14 Consistency Determination Application, Attachment 1 The Parks & Recreation Department is requesting a consistency determination for the installation of storage sheds used for social events at Leo Carrillo Ranch Historic Park. In Feb. 2015, the department entered into an agreement with Personal Touch Dining for the provision of exclusive wedding and special event management services at Leo Carrillo Ranch Historic Park. As part of the terms of the agreement, the city agreed to provide necessary on site storage space for Personal Touch Dining by allowing them to use permitted 16' x 26' Tuff Shed. Personal Touch dining will be using the shed to store wedding and special event rental equipment. Parks & Recreation staff is requesting Tuff Sheds to accommodate park related operational equipment and supplies. While not specifically called out in the master plan, staff believes that additional onsite storage sheds are necessary to conduct social events at social event area approved with the 1998 Leo Carrillo Ranch Park Master Plan. Leo Carrillo Ranch Park Master Plan objective #2 states, "Provide accommodations for increased visitor capacity ... and support services; while minimizing changes to the character, resources and quality of the site." Installation of the Tuff Sheds will provide means and space for support services, as wedding and special events have become an increasingly popular activity and source of revenue. The proposed sheds are located outside on the National Register nomination boundary, and are screened from visitor view by a large stand of eucalyptus trees. The Tuff Sheds will not diminish the visitor experience by reducing overall impact on the historic site while greatly minimizing the need for numerous deliveries of equipment, party rentals, etc. The Ranch's interpretive plan component states that weddings and other events at the Ranch are appropriate as fund raisers. Weddings and special events generate a significant amount of General Fund revenue and additional onsite storage is needed to support both public and private gatherings. The Tuff Sheds offer a storage solution that truly is temporary and reversible. If needed, the sheds may be disassembled and moved to another city site. EXHIBITS: 1. The proposed modification includes the installation of three wood storage sheds (TUFF brand) to store park related operational equipment and supplies and wedding and special event equipment, located at the most eastern edge of the property, adjacent to the existing swimming pool and grassy area. The storage sheds have the following dimensions: • Two 12' x 10' x 9' o One 26' X 16' X 10' -10" In order for a Discretionary Permit Consistency Determination to be approved, all of the fallowing findings must be made: 1} No project condition, feature, facility or amenity is changed ar deleted that had been considered essential ta the project's design, quality, safety or function. 2} The request represents an upgrade in overall design features and or materials ond improves upon the project's compatibility with the surrounding neighborhood. 3} The proposed revision does not change the density or boundary of the subject property. 4} The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code. 7} The proposed change will not result in any significant environmental impact, and/or require additional mitigation. 8} The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10} The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved. After careful consideration of the circumstances surrounding this request, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and therefore, approves the changes to the project based on Planning Division Administrative Policy No. 35.
