Upper Level Parking Lot: •Curb line is going up in the parking area and displace 22 parking spaces. •Existing curb line relocating south into the parking area •22 parking spaces displaced •Retaining current quantity ADA spaces. •4,602 spaces required. South Side Elevation: •Modifications to the south facing elevation •Relocating loading bays •Converting existing blank elevation into a restaurant row facade. Landscape Architecture L0.00-L0.02 •LDA 505 Designs Architecture A0.00 —A3.04 Consistency Determination Criteria/Findings: 1.The proposal will not change or delete any project condition, feature, facility or amenity associated with the current approvals for The Shoppes at Carlsbad. The proposal will introduce modifications to modernize and upgrade the current south elevation and propose a restaurant row frontage. 2.The proposal represents an upgrade in overall design features and materials to existing façade, renovated entryways, restoration enhancements, landscaping trees and shrubs and increased plaza areas. 3.The existing project and proposed improvements doesn't involve residential density.In addition, boundary of subjective property is not being altered. 4.The proposed improvement does not involve addition of new land use to existing commercial center. 5.There is no rearrangement of approved required retail land uses within the existing Shoppes at Carlsbad. 6.The proposed revision does not invoke changes of greater than ten percent, provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code as follows: The project minimum required parking on site is 4,602 spaces per SP 09-01 @ 4.00/1000 SF. Existing spaces are 6,706, revisions are 22 spaces lost with a .03% change. The new total is 6,684, exceeding the minimum requirement of 4,602. Existing 11 trees removed, replaced with 32 trees for a net gain of 21 trees. Therefore, no environmental impacts are involved. No mitigation measures are required. 8.The proposed modifications would not result in any health, safety or welfare impacts since the improvements represent in modernization within area of work. With no impacts to city standards, on-site circulation fire department access or provision of ADA facilities. 9.The proposed revisions and upgrades do not trigger nor affect any issues associated with original project approval. 10.The proposed modifications (relocation of loading bays, conversion to restaurant row façade, extension curb line into parking lot) represents an upgrade in overall design and modernization of shopping center leasable space and usage without constituting a substantially different element of the existing center.
