SGNATURE FEE REQUIRED/DATE FRE P^D: RECEIVED BY: 751/ P-18 Page 2 of 2 ocT 11 mi C.ITY OF CARLSBAD P-ANNING DlVlSlOi J Revised 07/17 B Baker Electric Consistency Determination Narrative for Proposed Soiar PV System at ionis Pharmaceuticais This submittal describes a proposed ground mounted solar PV system to be installed on an existing interior manufactured perimeter slope at an existing commercial site located at 2855 Gazelle Court in Carlsbad. There is no impact to the existing parking, the existing site drainage pattern, the existing facility usage or the existing square footage. Concerns exist regarding storm water control, erosion control and integration within the City landscaping guidelines. To address these concerns, O'Day Consultants was brought onto the project team to address storm water and erosion, and Neri Landscape Architecture was brought onto the project team to address landscaping. Storm Water Due to the combination of (1) the existing 2:1 slope, (2) the PV array located 20 feet from the property line at the top of the slope due to setback requirements and (3) that there are 0.6 inch gaps on all sides between each PV module, the installation of the PV modules on the slope does not impact the storm water flow into the existing permanent BMPs. O'Day Consultants discussed the matter with Kyrenne Chua and determined the primary concern is erosion control. Erosion Control Neri Landscape advised that there are no low level cover vegetation that can survive underneath the PV modules, so natural vegetation is not an option for erosion control under the PV array. Instead, weed fabric covered with crushed rock shall be deployed under the entire PV array, and extending beyond the PV array to areas that do not receive enough sunlight to sustain vegetation. Please see details in the drawings included in this submittal prepared by O'Day Consultants. Landscape All existing vegetation in the first 10 feet from the north property line shall remain. California Fire Code 605.11.2 calls for "a clear, brush free area of 10 feet," therefore the plans submitted here reflect weed fabric and crushed rock within that area. There was some discussion of leaving the existing low level cover vegetation in the areas surrounding the PV array and receiving enough sunlight to sustain growth. If the Fire Department were to allow, we would propose to reduce the 10 foot crushed rock perimeter around the array to approximately five feet at the west, east and north edges, and zero feet at the south edge for a more natural aesthetic. To supplement the existing vegetation that shall remain, shrubs shall be planted on the west and east edges of the PV array to soften the appearance and to screen the view of the underside of the PV array from the edges. Please see details in the drawings included in this submittal. Energy Production and Climate The solar PV system proposed here will produce clean energy in excess of 920,000 kWh in the first year of operation. According to the EPA Greenhouse Gas Equivalencies Calculator, that is equivalent to 685 IVITCO2 and is enough energy to power 103 homes. This project helps Carlsbad move toward the goals outlined in the Climate Action Plan published in September of 2015.
