The proposed change will add seven (7) multi-bay suites in the Hotel 3 building currently under
construction. There will be two new units on floor 2, three new units on floor 3, and two new units on
floor 4. Due to the shape of the building, there is a large storage area located in the middle of each
guestroom wing where the building changes direction. These multi-bay suites will expand into a portion
of these storage areas, allowing for the addition of the suites, without growing the size of the previously
approved building or changing the aesthetic of the building's exterior. The storage space has been
evaluated and it has been determined that the resulting amount of storage will be sufficient for the
operation of the hotel.

1 -No condition, feature, facility or amenity is changed or deleted that had been considered essential to
the project's design, quality, safety or function.
RESPONSE: The additional hotel units are located within the existing structure. No changes to the
previously approved building are proposed.
2 -The request represents an upgrade in overall design features and or materials and improves upon
the project's compatibility with the surrounding neighborhood.
RESPONSE: The proposed change only effects the interior layout of the previously approved building and
will not have any effect on the exterior aesthetics of the hotel building, however, the proposed floor
plan changes does represent an upgrade in the overall design by providing more spacious
accommodations and a better visitor experience for the occupants of the reconfigured room space.
3 -The proposed revision does not change the density (i.e. the addition of units) or boundary of the
subject property.
RESPONSE: Although there are additional hotel units proposed, this is not considered an increase of
density for the project. For purposes of this finding, additional units only increase density in residential
projects, not hotel projects.
4 -The proposed revision does not involve the addition of a new land use not shown on the original
permit (e.g. adding a commercial use to a residential project, replacing single family units with attached
residential units, vice versa for each example, etc.).
RESPONSE -The proposed change does not change the previously approved land use.
5 -The proposed revision does not rearrange the major land uses within the development (e.g. it does
not exchange the locations of single family units with attached units).
RESPONSE -The proposed change does not have any effect on the site plan, location or size of the
previously approved structures.
6 -The proposed revision does not create changes greater than ten percent (10%), provided that
compliance will be maintained with the applicable development standards of the Carlsbad Municipal
Code.
RESPONSE -The proposed revisions do not create changes to the project greater than ten percent.
Since no exterior changes are proposed, there are no setback, building height or any other exterior
changes. There will be slight increases in both unit counts and parking demand, but both are less than
10 percent changes. There is adequate existing parking surplus spaces to accommodate the additional
units.
7 -The proposed change will not result in any significant environmental impact, and/or require
additional mitigation.
RESPONSE -The proposed change will not have any significant environmental impact that will require
additional mitigation.
8 -The proposed change would not result in health, safety or welfare impacts.
RESPONSE -The proposed change will not have any health or safety impacts and will be in compliance
will all Building Code, Fire Life Safety, and NFPA requirements.
9 -There were not any major issues or controversies associated with the original project which would
be exacerbated with the proposed change.
RESPONSE -There are not any issues or controversies surrounding the project that would be effected by
the proposed change.
10 -The proposed change would not be readily discernable to the decision makers as being
substantially different from the project as previously approved.
RESPONSE -The proposed change will not be discernable to anyone as the proposed change occurs only
on the interior of the previously approved structure.
