PROJECT NAME: Daybreak Community Church
APPLICANT NAME: Christen Hedrick
Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for, or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
The proposed Daybreak Project application is for a Site Development Plan, Coastal
Development Permit, Conditional Use Permit, and Environmental Impact Assessment
for a Community Church and Daycare Facility, located within the boundaries of the
Aviara Master Plan and Local Facilities Management Zone 19. The property is located
on the southwest corner of Poinsettia Lane and Ambrosia Lane. The ultimate buildout
for building on site is 10,857 sq. ft. of building on 4.5 acres of which 3.6 acres are
buildable. This Site is part of the Aviara Master Plan Phase III, located in Planning
Area 32B. The project is consistent with the Aviara Master Plan designation for this
land use, and the site has already been graded and the necessary infrastructure
improvements have been installed. All community-wide design standards noted in
Section A of Chapter IV of the Aviara Master Plan has been considered in the design of
this Planning Area. The height, setbacks, and parking requirements of the site
development plan are in compliance with architectural standards of the Aviara Master
Plan. The church architecture assures compatibility with other facilities within the
community, incorporating Spanish style and architectural treatments. The project will
gain its access from Ambrosia Lane. Parking spaces for church and daycare facilities
exceeds the standards of Chapter 21.44 of the Carlsbad Municipal Code. The
proposed plan provides for 232 parking spaces. The city code would require only 126
parking spaces. Church and Daycare uses are allowed within Area 32b subject to
approval of a conditional use permit.

This supplemental application is to be filed for any development requiring a Coastal
Development Permit issued by the City of Carlsbad.
I. GENERAL BACKGROUND
A. Estimated Cost of Development:
Development costing $60,000 or more does not qualify as a Minor Coastal
Development Permit. The Planning Director shall make the final determination
regarding a project's cost of development.
The primary basis for determining cost of development will be the application of
dollar costs per square foot for different types of residential construction. These
costs are set by the International Conference of Building Officials (ICBO) and
are applied throughout San Diego County.
Please complete the following information to assist in the determination of this
project's cost of development (Contractor proposals may also be submitted for
consideration by the Planning Director).
