Description/Explanation. The application requested is for a Minor Coastal Development Permit to accompany a stockpile permit necessary for the construction of Poinsettia Lane, Reach C. The stockpile permit is necessary at this time due to the fact that needed fill dirt is currently being generated by a project that the client owns in San Marcos and potentially from the grading of Aviara Parkway in association with the Mariano project. The temporary stockpile area is located within the proposed grading area of the approved de Jong residential subdivision, CT 98-05. The cost associated with this activity is less than $60,000.
