Project Description:
East side of CALTRANS (1-5) freeway right of way, adjacent to
Car Country Carlsbad between the Weseloh Dealership to the north
and the Finney Dealership to the south.
Removal of 24 Pepper trees and replacement with a variety of new
series for a total of 72 new trees.
The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, a
Negative Declaration (declaration that the project will not have a significant impact on the
environment) is hereby issued for the subject project. Justification for this action is on file in the
Planning Department.
A copy of the Negative Declaration with supportive documents is on file in the Planning
Department, 1635 Faraday Avenue, Carlsbad, California 92008. Comments from the public are
invited. Please submit comments in writing to the Planning Department within 20 days of date

NOTICE OF PUBLIC HEARING
Minor Coastal Development Permit
COMPLETE DATE: June 1, 2000
Removal of existing Peppers Trees on CALTRANS freeway right of way
adjacent to Car Country Carlsbad. The project involves the removal of 24
Pepper Trees and replacement at a 3:1 ratio with a variety of other tree
species resulting in 72 new trees. The purpose is to provide better visibility to
Car Country while replacing and relocating existing, mature trees.
This project is within the City of Carlsbad's Coastal Zone at: The eastern
edge of Interstate 5, in CALTRANS right of way, south of the Cannon Road
offramp in the Mello II Segment of the City's Local Coastal Program.
ASSESSOR'S PARCEL NUMBER: On east side of Interstate 5, west of and adjacent to
Assessor's Parcel Numbers 211-060-7, 8, 9, 10 and 13.
APPLICANT:City of Carlsbad - Public Works Division
No formal public hearing is required for this application because (1) the proposed development
costs $60,000 or less; (2) no other discretionary approvals are required; and (3) there will be no
adverse impacts on coastal resources or public access to the shoreline or coast.
Be advised that a public hearing will only be held for this proposal upon the receipt by the
City of a written request for a public hearing within fifteen (15) working days of the date of
this notice, or by AUGUST 27, 2000. Failure to request a hearing or provide written comments
within the fifteen (15) working day timeframe may result in loss of the ability to appeal to the
Coastal Commission any action taken by the City on this Minor Coastal Development Permit
Application.
The Planning Director will determine this application fifteen (15) working days after the
date of this notice if no public hearing is requested.
