Project Description: A 120,000 square foot, three-story office building with associated parking
located adjacent and south of Palomar Airport Road and east of Aviara Parkway on 15.69 acres.
Project requires a General Plan Amendment to adjust the Planned Industrial and Open Space
boundaries.
This is to advise that the City of Carlsbad has approved the above described project on
November 6, 2001, and has made the following determination regarding the above described
project.
1. The project will not have a significant effect on the environment
2. A Negative Declaration was prepared for this project pursuant to the provisions of
CEQA.
3. Mitigation measures were made a condition of the approval of the project.
4. A statement of Overriding Considerations were not adopted for this project.
5. Findings were made pursuant to the provisions of CEQA.
This is to certify that the final Mitigated Negative Declaration with comments and responses
and record of project approval is available to the General Public at THE CITY OF CARLSBAD.

South and adjacent to Palomar Airport Road and east of Aviara
Parkway. Project site is accessed via Laural Tree Road extension.
Property is also identified as Assessor's Parcel Number 212-040-

A General Plan Amendment, Site development Plan, Planned
Industrial Permit for the construction of a 120,000 square foot,
three-story office building and associated parking on 15.69 acres of
land and to adjust the open space/planned industrial boundary.
The City of Carlsbad has conducted an environmental review of the above described project
pursuant to the Guidelines for Implementation of the California Environmental Quality Act and
the Environmental Protection Ordinance of the City of Carlsbad. As a result of said review, the
initial study (ElA Part 2) identified potentially significant effects on the environment, but (1)
revisions in the project plans or proposals made by, or agreed to by, the applicant before the
proposed negative declaration and initial study are released for public review would avoid the
effects or mitigate the effects to a point where clearly no significant effect on the environment
would occur, and (2) there is no substantial evidence in light of the whole record before the City
that the project "as revised" may have a significant effect on the environment. Therefore, a
Mitigated Negative Declaration is hereby issued for the subject project. Justification for this
action is on file in the Planning Department.
A copy of the Mitigated Negative Declaration with supportive documents is on file in the
Planning Department, 1635 Faraday Avenue, Carlsbad, California 92008. Comments from the
public are invited. Please submit comments in writing to the Planning Department within 30
days of date of issuance. If you have any questions, please call Van Lynch in the Planning
