A proposed project requiring that multiple applications be filed must be submitted prior to 3:30 p.m. A proposed project requiring that only one application be filed must be submitted prior to 4:00 p.m. All joint application exhibits, i.e. Tentative Map and Planned Development Site Plan should be prepared at the same scale. GENERAL BACKGROUND A. Estimated Cost of Development: Development costing $60,000 or more does not qualify as a Minor Coastal Development Pemiit. The Planning Director shall make the final determination regarding a project's cost of development. The primary basis for determining cost of development will be the application of dollar costs per square foot for different types of residential construction. These costs are set by the Intemational Conference of Building Officials (ICBO) and are applied throughout San Diego County. I. REOUIRED PLANS (All required plans shall be collated into complete sets, stapled together, then folded to 9" x 12" with lower right hand corner of plan visible.) A. SITE PLAN - Four (4) copies for a Minor Coastal Development Permit, four (4) copies for a Single Family Regular Coastal Development Pennit on 24" x 36" sheet(s). Each site plan shall contain the following information: GENERAL INFORMATION Name, address, and phone number of registered civil engineer, licensed surveyor, landscape architect or land planner who prepared the maps/plans. Location, size and use of all easements. Dimensions and locations of: access, both pedestrian and vehicular, showing service areas and points on ingress and egress, off-street parking and loading areas showing location, ^ number and typical dimension of spaces, and wheel stops, r^d. Qf All applicable Fire Suppression Zones as required by the City's Landscape Manual. B. GRADING AND DRAINAGE PLANS: Grading and drainage plans must be included with this application. In certain areas, an engineering geology report must also be included. Please consult the City Planning and Engineering Department representative for a determination on any grading plan geotechnical requirements if the project is in an overlay zone. The following information shall be submitted at a minimum: Approximate contours at 1' intervals for slopes less than 5%; 2' intervals for slopes between 5% and 10%; and 5' intervals for slopes over 10% (both existing and proposed). Existing and proposed topographic contours within a 100-foot perimeter of the boundaries of the site. Extend contours sufficiently out from the site to adequately show the adjacent floodplain (if applicable). PT2. Earthwork volumes: cut, fill, import and export. . Spot elevations at the comers of each pad. Q^- Method of draining each lot. Include a typical cross section taken parallel to the frontage for lots with less than standard frontage. 1"^. BUILDING ELEVATIONS AND FLOOR PLANS - Four (4) copies for a Minor Coastal Development Permit and four (4) copies a Single Family Regular Coastal Development Pennit prepared on 24" x 36" sheet(s). COLORED SITE PLAN AND ELEVATION PLAN - Not required witii first submittal. It is the Applicant's responsibility to bring one (1) copy of a colored site plan and one (1) set of colored elevations to the Plarming Department by 12:00 noon, eight (8) days prior to the Planning Commission meeting. For any address other than single-family residence, an apartment, suite or building number must be included on a separate line. DO NOT include it on the sfreet address line. DO NOT TYPE ASSESSOR'S PARCEL NUMBER ON LABELS. DO NOT provide addressed envelopes - PROVIDE LABELS ONLY. Acceptable fonts are: Arial 10, Enterprise TM or Courier NEW (TT) no larger than 11 pt. III. SPECIFIC PROJECT REQUIREMENTS - (May apply to single family, regular and minor coastal development permits). Coastal Overlay Zones require additional information to be submitted as follows: (refer to the Municipal Code for a full description): A. Coastal Agriculture Overlay Zone 1. Refer to the Carlsbad Municipal Code Section 21.202.060 for specific requirements. B. Coastal Resource Protection Overlay Zone 1. Slope analysis/mapping for 25% and greater subject to Section 21.203.040 of the Carlsbad Municipal Code. 2. Topographic and vegetation mapping/analysis subject to Subsection 21.203.040(B)(1) of the Carlsbad Municipal Code, if project is located along the first row of lots bordering Buena Vista Lagoon including the Lagoon mouth. 3. Topographic, drainage and wetland mapping subject to Subsections 21.203.040(B)(2)(a) and (b) of the Carisbad Municipal Code if located east of Interstate 5 in the Batiquitos Lagoon watershed. 4. Drainage study subject to Subsection 21.203.040(B)(3) ofthe Carlsbad Municipal Code if project is located west of existing Paseo del Norte, west of Interstate 5 or along El Camino Real immediately upsfream of existing storm drains. 5. Geologic report addressing landslides and slope stability subject to Subsection 21.203.040(B)(4) ofthe Carlsbad Municipal Code. 6. Geologic report addressing land slides and seismic hazards subject to Subsection 21.203.040(C) and (D) ofthe Carlsbad Municipal Code. C. Coastal Shoreline Development Overlay Zone 1. Geotechnical report subject to 21.204.110 if project is located adjacent to an existing seabluff edge between the sea and the first public road parallel to the sea; also may be required by Plarming Director if deemed necessary consistent with Section 21.204.110 ofthe Carlsbad Municipal Code. 2. Show all structures and decks on adjacent north and south properties to perform "stringline" test subject to Subsection 21.204.050(B) of the Carisbad Municipal Code. 3. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals, including five (5) sets of plans. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, October 27, 2004, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. The existing improvements and utilities in Chinquapin Ave. are not shown. Please provide a current evaluation of existing and proposed utilities within this frontage. 2. The existing right of way for Chinquapin Ave. (both sides) is not shown. Please plot a cross section of this roadway with existing and proposed improvements, utilities, and right of way. ISSUES OF CONCERN Planning: 1. The height of the proposed detached garage with the guest unit above is twenty- two feet and six inches high. Per Section 21.10.050(1 )(f) of the Carisbad Municipal Code (CMC), the detached garage can be no more than fourteen feet in height with a 3:12 roof pitch and ten feet ifthe roof pitch is less than 3:12 unless there is a second dwelling unit above the garage. Therefore, the proposed guest unit is not permitted. Please remove the guest unit from the plans or correct the plans to show it as a second dwelling unit. Please see Section 21.10.015 ofthe CMC for the second dwelling unit standards. 2. The attached garage interior wall dimensions need to be 20'x20' free and clear of any articles such as water heaters, washer/dryers or counters. 3. Please include the application number on the drawings. 4. Fences or walls cannot exceed forty-two inches in the front yard setback. On the preliminary grading plan sheet, there is a five-foot wall in the front yard setback, please lower it to forty-two inches. 5. On Sheet 1, there is a proposed retaining wall of four feet with a wood fence on top to six feet maximum combined in the side yard setbacks. For any retaining walls with a walkable surface, you must have a three-foot safety railing on top on the block wall. Please lower the retaining wall to three feet with a three-foot safety railing for a combined total of six feet. 6. Please provide sections of the south elevation to show there is compliance with City Council Policy 44. 7. Please reduce the amount of fill below the 116' contour line along the southwest corner of the property so the retaining wall will not exceed the allowable height limit. Engineering: 1. The existing and proposed drainage patterns are not clear. Please show adjacent drainage infonnation on 3 sides of the proposed project. 2. The proposed drain outlet onto Chinquapin is discouraged. Surface flow to the proposed driveway would be recommended as opposed to a drain located at top of slope, that if clogged could erode and cause slope failure. 3. The project will be conditioned to prepare a precise grading plan in confonnance with City Standards. Look ahead to Chapter 15.16 of the Municipal Code for conformance to standards and issues that could impact the design and feasibility of the proposed project. Flre: None
