This updated assessment was warranted due to changed circumstances since the original assessment conducted by URS in 2004, and the fact that the adopted noise mitigation measure allows; "The project shall implement the mitigation measures identified In the Noise Analysis for Eucalyptus Subdivision, dated June 22, 2004, URS, or equivalent." The conclusions of the Ldn Consulting assessment reach the equivalent levels of mitigation protection that were reached in the URS assessment, both of which are in compliance with adopted City of Carlsbad noise standards. The Ldn assessment more closely addresses the final, approved design of the project, and the updated information regarding the traffic and noise generating projections in the vicinity of the area. More specifically, several project related changes or designs have occurred along with changes in the surrounding community that affect the future anticipated noise levels at the project site since the URS assessment was conducted. These changes are described below: • The buildout (Year 2030) traffic volumes along El Camino Real decreased nearly 10% from 45,181 to 41,000 according to SANDAG's Traffic Prediction Model. • The original noise study described a speed of 55 MPH along El Camino Real but modeled an overly conservative speed of 60 MPH. During the site visit and noise monitoring speeds of less than 55 MPH were observed. A speed of 55 MPH should have been utilized. • The original noise study placed the rear yard area of all the Lots on the eastern side of the lots near El Camino Real. This is true for Lot 1 which is tucked behind Lots 2, 3 and the remainder Lot. Lot 2 has been redesigned to take access off a common driveway shared with Lot 3 which moved the rear yard area the north end of the lot. This places the rear yard area behind the proposed home and also creates more shielding from the proposed slope between Lots 2 and 3. Because of the dynamic range of the human ear, the ratio is calculated logarithmically by 20 log (L/Uef) A-weighted Sound Pressure Level (dBA): Some frequencies of noise are more noticeable than others. To compensate for this fact, different sound frequencies are weighted more. Minimum Sound Level (Lmin): Minimum SPL or the lowest SPL measured over the time interval using the A-weighted network and slow time weighting. Maximum Sound Level (Lmax): Maximum SPL or the highest SPL measured over the time interval the A-weighted network and slow time weighting. Equivalent sound level (Leq): the true equivalent sound level measured over the run time. Leq is the A-weighted steady sound level that contains the same total acoustical energy as the actual fluctuating sound level. Day Night Sound Level (LDN): Representing the Day/Night sound level, this measurement is a 24 -hour average sound level where 10 dB is added to all the readings that occur between 10 pm and 7 am. This is primarily used in community noise regulations where there is a 10 dB "Penalty" for night time noise. Typically LDN's are measured using A weighting. Community Noise Exposure Level (CNEL): The accumulated exposure to sound measured in a 24-hour sampling interval and artificially boosted during certain hours. For CNEL, samples taken between 7 pm and 10 pm are boosted by 5 dB; samples taken between 10 pm and 7 am are boosted by 10 dB. Octave Band: An octave band Is defined as a frequency band whose upper band-edge frequency is twice the lower band frequency. Third-Octave Band: A third-octave band Is defined as a frequency band whose upper band- edge frequency is 1.26 times the lower band frequency. Response Time (F,S,I): The response time is a standardized exponential time weighting of the input signal according to fast (F), slow (S) or impulse (I) time response relationships. Time response can be described with a time constant. The time constants for fast, slow and impulse responses are 1.0 seconds, 0.125 seconds and 0.35 milliseconds, respectively. HI 1/8/2010 0983-01 Eucalyptus Lane Noise Report EXECUTIVE SUMMARY This noise study has been completed to determine the noise impacts associated with the development of the proposed residential project. The project known as "Eucalyptus Lane" consists of three (3) new single-family units and one remained lot (Lot 4). The project site is located at the northwest corner of the Intersection of El Camino Real and Crestview Drive in the City of Carlsbad CA. The site consists of approximately 2.12 gross acres. The project site is bordered by Eucalyptus Lane to the west, Crestview Road to the south and El Camino Real to the east. The project will have a two access points both from Eucalyptus Lane. The results of this analysis indicate that future vehicle noise from El Camino Real is the principal source of community noise that could impact the site. Lot 3 located adjacent to El Camino Real and over twenty-feet above the roadway was found to exceed the City of Carlsbad 60 dBA CNEL exterior noise standard and mitigation measures are required. The noise affected outdoor area at Lot 3 requires a 6-foot high noise barrier along the project's top of slope along the southern portion of the pad wrapping around the eastern face of the pad towards the driveway approach. The barriers must be constructed of a non- gapping material consisting of masonry, Vi inch thick glass, earthen berm or any combination of these materials. This 6-foot high barrier will reduce the noise levels to below the 60 dBA CNEL threshold. The City of Carlsbad as part of its noise guidelines also states, consistent with Title 24 of the California Code of Regulations (CCR), a project is required to perform an interior assessment on the portions of a project site where building fagade noise levels are above 60 dBA CNEL in order to ensure a 45 dBA CNEL interior noise level. Exterior noise levels at the building facades of Lots 2 and 3 were found to be above the 60 dBA CNEL threshold. Therefore, interior mitigation for these lots is required to obtain an interior level of 45 dBA CNEL and an interior noise study shall be prepared prior to obtaining building permits for these proposed Lots. IV 1/8/2010 0983-01 Eucalyptus Lane Noise Report 1.0 Project Introduction 1.1 Purpose of this Study The purpose of this Noise study is to determine potential onsite traffic noise impacts (if any) created from adjacent Ei Camino Real. Should impacts be determined, the intent of this study would be to recommend suitable mitigation measures to bring those impacts to a level that would be considered less then significant. 1.2 Project Location The proposed project is located within the City of Carlsbad, CA. More specifically, the project is located at the northwest corner of the intersection of El Camino Real and Crestview Drive between Canon Road and Kelly Drive. Access to the project site is from Eucalyptus Lane via Crestview Drive. A general project vicinity map is shown in Figure 1-1 on the following page. 1.3 Project Setting The proposed project consists or three (3) new single-family units and one remained lot (Lot 4). The existing site conditions are characterized as mostly disturbed land with no apparent structures onsite. The general topography of the site is characterized as up- sloping from the south and east more than twenty-feet from the roadways. Exposure to high noise levels has been demonstrated to cause hearing loss. The individual human response to environmental noise is base on the sensitivity of that individual, the type of noise that occurs and when the noise occurs. Sound is measured on a logarithmic scale consisting of sound pressure levels known as a decibel (dB). The sounds heard by humans typically do not consist of a single frequency but of a broadband of frequencies having different sound pressure levels. The method for evaluating all the frequencies of the sound is to apply an A-weighting to reflect how the human ear responds to the different sound levels at different frequencies. The A-weighted sound level adequately describes the instantaneous noise whereas the equivalent sound level depicted as Leq represents a steady sound level containing the same total acoustical energy as the actual fluctuating sound level over a given time interval. The Community Noise Equivalent Level (CNEL) is the 24 hour A-weighted average for sound, with corrections for evening and nighttime hours. The corrections require an addition of 5 decibels to sound levels in the evening hours between 7 p.m. and 10 p.m. and an addition of 10 decibels to sound levels at nighttime hours between 10 p.m. and 7 a.m. These additions are made to account for the increased sensitivity during the evening and nighttime hours when sound appears louder. A vehicles noise level is from a combination of the noise produced by the engine, exhaust and tires. The cumulative traffic noise levels along a roadway segment are based on three primary factors: the amount of traffic, the travel speed of the traffic, and the vehicle mix ratio or number of medium and heavy trucks. The intensity of traffic noise is increased by higher traffic volumes, greater speeds and increased number of trucks. Because mobile/traffic noise levels are calculated on a logarithmic scale, a doubling of the traffic noise or acoustical energy results in a noise level increase of 3 dBA. Therefore the doubling of the traffic volume, without changing the vehicle speeds or mix ratio, results in a noise increase of 3 dBA. Mobile noise levels radiant in an almost oblique fashion from the source and drop off at a rate of 3 dBA for each doubling of distance under hard site conditions and at a rate of 4.5 dBA for soft site conditions. 1/8/2010 0983-01 Eucalyptus Lane Noise Report Hard site conditions consist of concrete, asphalt and hard pack dirt while soft site conditions exist in areas having slight grade changes, landscaped areas and vegetation. On the other hand, fixed/point sources radiate outward uniformly as it travels away from the source. Their sound levels attenuate or drop off at a rate of 6 dBA for each doubling of distance. The most effective noise reduction methods consist of controlling the noise at the source, blocking the noise transmission with barriers or relocating the receiver. Any or all of these methods may be required to reduce noise levels to an acceptable level. 1/8/2010 0983-01 Eucalyptus Lane Noise Report 3.0 SIGNIFICANCE THRESHOLDS AND STANDARDS The City of Carlsbad's Noise Guidelines Manual (1995) requires that all exterior sensitive residential areas shall limit noise exposure. For noise sensitive residential land uses, the City has adopted a policy which has established an exterior noise level goal of 60 dBA CNEL for the outdoor living areas and an interior noise level of less than 45 dBA CNEL. For residential properties identified as requiring a noise study, a study shall be prepared by an acoustical professional. This study shall document the projected maximum exterior noise level and mitigate the projected exterior noise level to a maximum allowable noise level as identified in Noise Guideline Manual. The City of Carlsbad's General Plan established a 65 dBA CNEL as the maximum noise level to which residential units subject to noise from McClellan-Palomar Airport should be permitted. Additional disclosure actions (easements, deed restrictions, recorded notice, etc.) may be required of developers and sellers of noise impacted residential units. Interior noise levels should be mitigated to a maximum of 45 dBA CNEL in all habitual rooms when the exterior of the residence are exposed to levels of 60 dBA CNEL or more. If windows and doors are required to be closed to meet the interior noise standard, then mechanical ventilation shall be provided per City requirements. 1/8/2010 0983-01 Eucalyptus Lane Noise Report 0 4.0 NOISE ENVIRONMENT 4.1 Existing Noise Environment Onsite Noise measurements were taken using a Larson-Davis Model LxT Type 1 precision sound level meter, programmed, in "slow" mode, to record noise levels in "A" weighted form. The sound level meter and microphone were mounted on a tripod, five feet above the ground and equipped with a windscreen during all measurements. The sound level meter was calibrated before and after the monitoring using a Larson-Davis calibrator. Model CAL 150. The ambient measurements were conducted on December 17, 2009 between 3 and 4 pm. The results of the noise level measurements are presented in Table 4-1. The measurement was located at the southwestern portion of proposed Lot 3 free of obstruction and having direct line of sight to the roadway. Due to the vertical and horizontal offsets and intervening topography between the site and the roadway the overall sound level was found to be only 59.9 dBA. The statistical indicators Lmax, Lmin, LIO, L50 and L90, are given for the monitoring location. As can be seen from the L90 data, 90% of the time the noise level is below 53 dBA. The noise monitoring location can be seen in Figure 4-1 on the following page. December 17, 2009 1/8/2010 0983-01 Eucalyptus Lane Noise Report # Figure 4-1: Ambient Monitoring Location 4.2 Future Noise Prediction Methodology To determine the future noise environment and impact potentials the Sound32 model first needs to be calibrated using the ambient noise measurements results. The existing conditions were modeled to compare against the noise measurements described above. Section N-5440 of the Caltrans Technical Noise Supplement provides detailed procedures for calibrating the Sound32 traffic noise prediction model. The comparison is made to ensure that predicted traffic noise levels accurately reflect the actual measured noise levels. Section N-5460 suggests that model calibration should not be performed when calculated and measured noise levels are within 1 dBA. Differences of 8 1/8/2010 0983-01 Eucalyptus Lane Noise Report 3.0 to 4.0 dBA are routinely calibrated to adjust for site conditions the Sound32 model did not account for which include topographic features, soft site conditions and existing structures or barriers. The critical model input parameters, which determine the projected vehicular traffic noise levels, include vehicle travel speeds, the percentages of automobiles, medium trucks and heavy trucks in the roadway volume, the site conditions (hard or sofi:) and the peak hour traffic volume. The peak hour traffic volumes range between 6-12% of the average daily traffic (ADT) and 10% is generally acceptable for noise modeling purposes. During the aforementioned ambient noise measurements, traffic counts were taken using a video camera to later determine the existing vehicle mix for the model calibration. The posted and future speed limit used in the analysis was 55 miles per hour (MPH). Table 4-2 presents the roadway parameters used in the analysis including the average daily traffic volumes, vehicle speeds and the hourly traffic flow distribution (vehicle mix) for both the existing and future conditions. The vehicle mix provides the hourly distribution percentages of automobile, medium trucks and heavy trucks for input into the Sound32 Model. The model is slightly over predicting the noise levels 0.1 dBA at monitoring location 1 using hard site conditions. This minor over prediction is due to the prevailing topography and precision of the model. Therefore, the roadway was modeled with hard site conditions for the future 1/8/2010 0983-01 Eucalyptus Lane Noise Report noise environment and no calibration factors were applied to predict a conservative worst case for the first/ground floor areas and second floor building facades. The existing model input parameters for calibration along with the output file are provided in Appendix A to this report. The required coordinate information necessary for the Sound32 traffic noise prediction model input was taken from the preliminary site plans provided by O'Day Consultant, Inc. received on January 04, 2010. To predict the future noise levels the preliminary site plans were used to identif/ the pad elevations, the roadway elevations, and the relationship between the noise source(s) and the receptor areas. Traffic was consolidated into a single lane for each directional flow of El Camino Real. The roadway segments were extended a minimum of 500 feet beyond the observer locations. To evaluate the potential noise impacts on the proposed development, outdoor observers were located in all Lots and placed five feet above the pad elevation and near the center of the rear vard a minimum of ten feet from the top/bottom of slope. All second floor observers were located fifteen feet above the proposed pad elevation. It should be noted: Lots 1 and 2 are shielding by an existing graded slope and the rear yard areas of Lot 2 and 3 are located away from El Camino Real. The Buildout conditions includes the future year 2030 traffic volume forecasts provided by SANDAG Series 11 Traffic Prediction Model and the peak hour traffic volumes as shown in Table 4-2. To assess the peak hour traffic noise conditions for El Camino Real, 10% of the ADT was utilized. El Camino Real was modeled using a speed limit of 55 MPH for all vehicles to determine a worst-case scenario. The future traffic noise model also utilizes the vehicle mix referenced in the City's Noise Guideline Manual. The modeling results are quantitatively shown in Table 5-1 below. Based upon these findings, exterior noise mitigation will be necessary at Lot 3 for compliance with the City of Carlsbad's Noise Guideline Manual. Noise affected outdoor areas at Lot 3 will require a 6-foot noise barriers along the top of slope along the southern portion of the pad wrapping around the eastern face of the pad towards the driveway approach. The barriers must be constructed of a non-gapping material consisting of masonry, y^ inch thick glass, earthen berm or any combination of these materials. Figure 5-1 shows the mitigation and barrier heights required to bring future noise levels to the City of Carlsbad 60 dBA CNEL exterior noise level standards for the proposed outdoor areas. The S32 models input parameters and output files for the future conditions with and without mitigation are also provided in Appendix A. The second floor building facades were also modeled to determine if future noise levels at the building facades are above the 60 dBA CNEL standard. As can be seen in Table 5-1, in the last 12 1/8/2010 0983-01 Eucalyptus Lane Noise Report column. Lots 2 and 3 were found to be above the 60 dBA CNEL threshold and therefore will require a final noise study be prepared prior to the issuance of the first building permit of each affected planning area. This final report would identify the interior noise requirements based upon final grading plans and building plans. It should be noted; interior noise levels of 45 dBA CNEL can easily be obtained with conventional building construction methods and the follow recommendations: • Provide a closed window condition requiring a means of mechanical ventilation (e.g. air conditioning) for the second floors of each unit. • Provide upgraded windows for all second floors rooms. The purpose of this document is to safeguard property and public welfare by regulating and reviewing the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings and structures. The standards used in this document represent model international standards. Crime Prevention through Environmental Design The proper design and effective use of the built environment can lead to a reduction in the fear and incidence of crime and an improvement in the quality of life. The proper design influences this by positively affecting human behavior. The design includes the physical environment, the planned behavior of people, the productive use of space and an effective crime/loss prevention program. Natural Surveillance 1. Place and design physical features to maximize visibility. This will include building orientation, windows, entrances, walkways, landscape trees and shrubs, fences and any other physical obstruction. 2. Design the placement of persons and or activities to maximize surveillance possibilities. 3. Design lighting that provides for appropriate nighttime illumination of walkways, entrances and driveways. Natural Access Control 1. Use walkways, pavement, lighting and landscaping to clearly guide guests to and from selected entrances. 2. Use real or symbolic barriers like fences or landscaping to prevent and or discourage access to or from dark and or unmonitored areas. Provisions for territorial reinforcement 1. Use pavement treatments, landscaping and fences to define and outline ownership or property. Lighting 1. Equip homes on all sides with lighting fixtures. 2. Install lights on the house in the eaves to illuminate the perimeter of the house. 3. Choose light fixtures with dawn to dusk sensors or timers not motion sensors. 4. Plan a landscaping design that enhanced surveillance and security. 2. Tree canopies should be no lower than six (6) feet and should not allow access to roofs or balconies. 3. Ensure landscaping plan does not deter from lighting and addressing. 4. Plant only low profile shrubs that can be maintained below two (2) feet. 5. Use security plants where necessary to prevent entering and tampering. 6. Install walls and fences that are see-through and enhance surveillance. 7. Install lockable gates that allow surveillance. 8. Keep entranceways clear of clutter Addressing 1. Locate numerals where they are clearly visible from the front street 2. Contrast the numeral's color to the background on which it is affixed. 3. Numerals shall be no less than four (4) inches in height and illuminated during the hours of darkness. Entrances 1. Allow front entrance design to provide vision from the front door to the access street. 2. Keep entranceways clear of clutter. Doors 1. Do not use of glass within 42 inches of a locking device. 2. Install wooden doors of solid core construction with a minimum thickness of one and three-fourths (1-3/4) inches. This includes the garage pedestrian door to the outside and the door from the garage into the residence. 3. Further, equip all doors with a single cylinder dead-bolt lock using a 5-pin tumbler. Connect the deadbolt to the inner portion of the lock by connecting screws. Ensure the lock has a one-inch throw that can withstand a cutting tool attack. Choose a deadbolt that embeds at least three-fourths of an inch into the strike plate. Strike Plates 1. Reinforce all deadbolt strike plates. Choose Strike plates constructed of a minimum 16 U.S. gauge steel, bronze, or brass and secure it to the jamb by a minimum of two screws, which should penetrate at least two (2) inches into the solid backing beyond the surface to which the strike is attached. Re-enforcement of the door area around the lock is also suggested. Viewer 1. Arrange entrance doors so that the occupant has a view of the area immediately outside the door without opening the door. Except doors requiring a fire protection rating that prohibits them, such a view may be provided by a door viewer having a field of view of not less than 190 degrees. Mounting height should not exceed fifty-four (54) inches from the floor. Window and sliding glass doors 1. All exterior sliding glass doors and windows should be equipped with locking devices which will keep the sliding panel of the door or window from being opened from the outside horizontally or vertically. 2. Louvered windows should not be used. Please be advised that because the proposed home is located at the side yard setback line (i.e. 8.5 feet), the balcony can only protrude into the side yard setback a total of 2 feet (CMC Section 21.46.120). Based on a review of the floor plan, the balcony encroaches into the side yard setback a total of 4.5 feet. Therefore, please explore shifting the proposed home to the west to accommodate the balcony, reduce the depth of the balcony so it encroaches no more than 2 feet into the setback, or remove it from the plans. 3. Please revise the elevations as follows: a. Please correct the orientation of the elevations (i.e. current north elevation should be the west elevation, etc.); b.
