In certain areas, an engineering geology report must also be included. Please consult the Planning Division and Land Development Engineering Division representatives for a determination on any grading plan geotechnical requirements if the project is in an overlay zone. The following information shall be submitted at a minimum: 01. Approximate contours at 1' intervals for slopes less than 5%; 2' intervals for slopes between 5% and 1 0%; and 5' intervals for slopes over 10% (both existing and proposed). Existing and proposed topographic contours within a 1 00-foot perimeter of the boundaries of the site. Extend contours sufficiently out from the site to adequately show the adjacent floodplain (if applicable). 02. Earthwork volumes: cut, fill, import and export. 03. Spot elevations at the corners of each pad. 04. Method of draining each lot. Include a typical cross section taken parallel to the frontage for lots with less than standard frontage. BUILDING ELEVATIONS AND FLOOR PLANS -Four (4) copies for a Minor Coastal Development Permit and four (4) copies a Single Family Coastal Development Permit prepared on 24" x 36" sheet(s). It is the Applicant's responsibility to bring one (1) copy of a colored site plan and one (1) set of colored elevations to the Planning Division by 12:00 noon, eight (8) days prior to the Planning Commission meeting. A typewritten list of the names and addresses of all property owners within a 600' radius of the subject property (including the applicant and/or owner). The list shall include the San Diego County Assessor's parcel number from the latest assessment rolls. 2. Two (2) separate sets of mailing labels of the property owners within a 600' radius of the subject property. The list must be typed in all CAPITAL LEITERS, left justified, void of punctuation. For any address other than single-family residence, an apartment, suite or building number must be included on a separate line. DO NOT include it on the street address line. On Sheet 1, please add a reference near the zoning information that the property is located in the Beach Area Overlay Zone. 2. On Sheet 1 , please update the required parking to reflect the required parking of 2 covered spaces, plus 1 visitor parking space. Engineering: 1. Current SUSMP requirements require implementation of Low Impact Development (LID) techniques to minimize storm water runoff. On the site plan, show specific LID techniques that can be incorporated into the proposed design. Additional LID information can be found on the , City's website at: www.carlsbadca.gov/business/building/Documents/EngStandsw-stds-vol4 2. On the site plan provide a vertical profile of driveway to show grade transitions. From information provided the proposed grade to underground parking will be close to 18%. This grade can cause scraping and bottoming out of most standard size vehicles. I have attached some guidelines and information for consideration when drawing this vertical profile. 3. On the site plan show retaining wall along the east and west sides of the proposed driveway. 4. On the garage floor plan show finished floor elevation, and if unfinished, show elevation of grade in each crawl space. Assuming a difference of 4' it appears that the earthwork (or cut/export) is around 300 CY. Show this information on sheet 1 of the site plan. Remove or replace the note "No Grading Proposed" with earthwork information. 5. Staff researched utility information could not locate a drawing of the sewer main in Juniper Street. If there is not an existing sewer main, this project will have to extend the sewer. We will follow up with the sewer maintenance division and advise you of any additional information that becomes available. 6. As part of your re-submittal package, please prepare and include with your re-submittal: (1) a copy of these lists, (2) a detailed letter summarizing how all identified incomplete items and/or project issues have been addressed; and (3) five (5) sets of revised plans. No processing of your application can occur until the application is determined to be complete. When all required materials are submitted, the City has 30 days to make a determination of completeness. If the application is determined to be complete, processjng for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, May 25, 2011, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. Current SUSMP requirements require implementation of Low Impact Development (LID) techniques to minimize storm water runoff. An LID brochure is attached, and additional LID information can be found on the City's website at: www.carlsbadca.gov/business/building/Documents/EngStandsw-stds-vol4 3. Provide a cross section of Juniper Ave. showing existing improvements and right of way. 4. Provide topography or spot elevations on this project and on adjacent properties. Locate existing fences, buildings and drainage conditions. The topography shown does not appear to match city topo, please confirm the source of topo, or use city topo (attached). 5. On the site plan show locations of existing sewer cleanouts, water meters, and proposed utility services or meters. ISSUES OF CONCERN Planning: 1. On Sheet 1, please add a reference to the property being located in the Beach Area Overlay Zone. Please also list and show 1 on-site visitor parking space which is required by the overlay zone. Per Carlsbad Municipal Code (C.M.C) Section 21.82.060C3b, the visitor space may be located in a driveway that has a minimum depth of 20' from the property line provided that parking is allowed on both sides of the street adjacent to the project. Parking is currently permitted on both sides of Juniper Avenue and therefore the on-site parking space may be located in the driveway as previously stated. 2. On Sheet 1, please add the name of the water, sewer and school districts servicing the property. 3. Please change Juniper Street to Juniper Avenue on Sheet 1. 4. Sheet 1 has a note that no grading is proposed. The project application states that 544 cubic yards will be graded. Please correct and clarify this discrepancy. 5. Please provide a larger, scaled site plan. The provided site plan is small and not adequate for all information provided. 6. Please provide a scale for all drawings. 7. Please add a vicinity map to Sheet 1. .· c COP 11-11-GUGLIELMO HOME June 16, 2011 Page 3 8. The property is defined as a key lot per C.M.C. Section 21.04.235 and therefore has a 15' front yard setback per the R-3 zone (not 20'). Please accurately show and list all required setbacks on the site plan. 9. Please show the heights of the proposed planters in the front yard as well as the distances from the planters to the property line. 10. Please show the location of existing structures adjacent to the property. 11. Please call out which walls were used in the basement calculation. 110' is listed; however it is unclear as to where that 110' is located. 12. A dumb waiter shown on floor 1 appears to be just storage as it does not show on the floor above and/or below. 13. The first floor TV pop-out is not shown on the site plan. However, this pop-out is not allowed in the required setback. Please remove or redesign the pop-out to be outside of the required setback. 14. The book storage component of the pop-out shown in the master bedroom retreat is not permitted in the required side-yard setback. Please remove or redesign this feature to be outside of the required setback. 15. The first floor plan does not show the exterior chimney as shown on the elevations. Please add the exterior chimney to the floor plan and the site plan. The chimney is allowed to encroach up to 2' into the required setback. 16. On the elevations, please ensure that door, windows and other elements are correct and do not project into the eaves above. 17. On the left elevation, the mezzanine shows 2 windows, where the floor plan shows 3. 18. The left elevation shows approximately 4' under existing grade. However, at 20' back from the property line, the grade only increases around 1.5'. Please verify and list the proposed elevation of the garage/basement floor. 19. Please provide a roof plan. 20. Please add the following project number to the top right corner of all sheets: COP 11-11. Engineering: 1. On the site plan show proposed driveway with spot elevations and dimensions. If over 12% grade, provide a vertical profile to mitigate grade transitions. 2. On the site plan show cross section of stairway and retaining walls on the east side of the project. Setbacks and construction easements if necessary should be identified.
