The City Planner shall make the final determination regarding a project's cost of development. The primary basis for determining cost of development will be the application of dollar costs per square foot for different types of residential construction. These costs are set by the International Conference of Building Officials (ICBO) and are applied throughout San Diego County. Please complete the following information to assist in the determination of this project's cost of development (Contractor proposals may also be submitted for consideration by the City Planner). P-6 Page 4 of 6 Revised 08/13 /Ax ^ CITY CARLSBAD O F STORM WATER STANDARDS QUESTIONNAIRE E-34 Development Services Land Development Engineering 1635 Faraday Avenue 760-602-2750 www.carlsbadca.gov INSTRUCTIONS^^ To address post-development pollutants that may be generated from development projects, the City requires that new development and significant redevelopment priority projects incorporate Permanent Stomi Water Best Management Practices (BMP's) into the project design per the City's Standard Urban Stomiwater Management Plan (SUSMP). To view the SUSMP, refer to the Engineering Standards (Volunne 4, Chapter 2) at www.carlsbadca.Qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary penults and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to Standard Stormwater Requirements' or be subject to additional criteria called Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff determines that the questionnaire was inconrectly filled out and is subject to more stringent stomi water standards than initially assessed by you, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development application submission. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction permits for the project. Please start by completing Step 1 and follow the instructions. When completed, sign the form at the end and submit this with your application to the city. " " " . \ TO Bt COMPLETED rOR ALI. PROJECTai'^''' ,^ >i^\J'^'ip- _ To determine if your project is a pnonty development project, please answer the following questions: YES NO 1. Is your project LIMITED TO constnjcting new or retrofitting paved sidewalks, bicyde lanes or trails that meet the following criteria: (1) Designed and constructed to direct storm water runoff to adjacent vegetated areas, or other non-erodible permeable areas; OR (2) designed and constmcted to be hydraulically disconnected from paved streets or roads; OR (3) designed and constructed with pemieable pavements or surfaces in accordance with USEPA Green Streets guidance? X 2. Is your project LIMITED TO retrofitting or redeveloping existing paved alleys, streets, or roads that are designed and constructed in accordance with the USEPA Green Streets guidance? X If you answered "yes" to one or more of the above questions, then your project is NOT a priority development project and therefore is NOT subject to the storm water criteria required for priority development projects. Go to step 4, mark the last box stating "my project does not meet PDP requirements" and complete appiicant information. If you answered "no" to both questions, then go to Step 2. A restaurant is a facility that sells prepared foods and drinks for consumption. Including stationary lunch counters and refreshment stands selling prepared foods and drinks for immediate consumption. 4. Is your project a new or redevelopment project that creates 5,000 square feet or more of impervious surface collectively over the entire project site and supports a hillside development project? A hillside development project Includes development on any natural slope that Is twenty-five percent or greater. 5. TO CARLSBAD CTV OF QFILE VCARLSBAD L_jrii-i- Community & Economic Development www.carlsbadca.gov MINOR COASTAL DEVELOPMENT PERMIT NOTICE OF DECISION February 20, 2014 Cynthia & Martin Blair 2655 Ocean Street Carlsbad, CA 92008 RE: CDP 13-35 - OCEAN STREET CONDO The City has completed a review of the application for a Minor Coastal Developnnent Permit for the enclosure of an existing 175 square foot deck on the third floor of the north side of an existing two unit condominium building located at 2655 Ocean Street. It is the City Planner's determination that the project CDP 13-35 - Ocean Street Condo, is consistent with the City's applicable Coastal Development Regulations (Chapters 21.201 - 21.205) and with all other applicable City ordinances and policies. The City Planner, therefore, APPROVES this request based upon the following: 1. That the total cost of the proposed development is less than $60,000. 2. That the proposed development requires no discretionary approvals other than a Minor Coastal Development Permit. 3. The proposal is in conformity with the public access and recreation policies of Chapter 3 of the Coastal Act, in that the 175 square foot deck enclosure does not interfere with the public's right of access to the sea and the residentially designated site is not suitable for use as public recreation. Vertical public access to the beach is available within approximately 300 feet of the project site. Furthermore, lateral public access has been provided with a previous approval of a Coastal Development Permit on this property (CDP 97-36). 4. The proposed development will have no adverse effect on coastal resources, in that the site is already developed with a two-unit condominium building. In addition, the deck enclosure is located on the third floor of the building and therefor will not have an adverse effect on coastal resources. 5. That the proposed development is in conformance with the Certified Local Coastal Program and all applicable policies in that the site is developed with a two-unit condominium building and the project consists of an enclosure of an existing deck which is consistent with the RH Land Use designation and R-3 Zoning designation. Furthermore, no agricultural activities, sensitive resources, geological instability, flood hazard or vertical coastal access opportunities exist onsite, and because the improvements are within the permitted height requirements, the Planning Division ^ 1635 Faraday Avenue, Carlsbad, CA 92008-7314 T 760-602-4600 F 760-602-8559 ® CDR 13^35 - OCEAN STREET CONDO F^bruarv 20, 2014 Page2- project does not obstruct views of the coastline as seen from public lands or public right-of- way or otherwise damage the visual beauty of the coastal zone. 6. That the request for a minor coastal development permit was adequately noticed at least fifteen (15) working days before the date of this decision pursuant to Section 21.201.080(B) and (C) of the Carlsbad Coastal Development Regulations. 7. That the City Planner has determined that the project is exempt from the requirements of the California Environmental Quality Act (CEQA) per Section 15301 of the State CEQA Guidelines and will not have any adverse significant impact on the environment. Conditions; 1. The City Planner does hereby APPROVE the Minor Coastal Development Permit, CDP 13-35, for the project entitled Ocean Street Condo (Exhibits "A" - "G"), dated February 20, 2014, on file in the Planning Division and incorporated by this reference, subject to the conditions herein set forth. 2.
