To view the SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at wvwv.carisbadca.qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdivision, discretionary permits and/or construction permits). The results of the questionnaire determine the level of storm water standards that must be applied to a proposed development or redevelopment projecL Depending on the outcome, your project will either t>e subject to 'Standard Stomiwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the stonn water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for making the final assessment after submission of the development application. If staff detennines that the questionnaire was incorrectly filled out and is subject to more stringent stonn water standards than initially assessed by you, this will result in the return of the development application as incomplete. In this case, please make the changes to the questionnaire and resubmit to the Gity. If you are unsure about the meaning of a question or need help in determining how to respond to one or more of the questions, please seek assistance fi'om Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development application submission. Only one completed and signed questionnaire is required when multiple development applications fbr the same project are submitted concurrently. The Side Yard Reduction setback note has been added to Sheet'T' as requested. 2. The Setbacks on Sheet '1' have been adjusted and labeled as requested. 3. The Wetlands location has been mapped and identified on the Site Plan Sheet '1' and the 100ft. buffer has also been shown. It falls within the existing flat lawn area and is almost 30ft. from any proposed improvements in this application. 4. The Stringline has been relocated per your request and all new improvements have been shown to be within the required areas. See Site Plan Sheet '1' and throughout drawings. 5. The 25 ft. wide Lateral Easement has been shown on Sheet '1' as requested. Engineering (issues of concern) 1. The floor areas have been illustrated as requested and the Impervious Area has been calculated and shown in a Table on Sheet '1'. The Lot Coverage summary has been revised on Sheet T' to reflect this. 2. A Detaii and Plan view has been added to Sheet 'V illustrating the pervious nature of the concrete pavers and filtering system. 3. The Storm Water Standards Questionnaire has been revised as requested and the total impervious area is identified as 2000sf, which is less than the 2500sf threshold. Landscaping (issues of concern) 1. The full width of the Water Easement is now shown on the Landscape IVIaster Plan and all trees/palm trunks have been relocated out of it as requested. 2. As we discussed, the Existing Trees/Palms to Remain has been clearly identified both on the Landscape Master Plan and on the Existing Plant Legend. Trees/Palms that are to be removed are not shown as we discussed because it would overly complicate the drawing. 3. The outside limit of all Easements has been shown on the Landscape Master Plan as requested. 4. As we discussed, this is a private property with no responsibility by an homeowner's association, city, et. al. so ali maintenance is the responsibility of the property owner. Note 'D' on Sheet 'L.1' also indicates this. 5. As we discussed, there are no bio-swales/detention basins on the property that will affect the landscaping. The underground drainage collection system is existing and will be reworked as necessary. Note 'E' on Sheet 'L.l' also indicates this. 6. Note 'A' on Sheet 'L.1' has been added to identify the Encroachment Permit requirement as requested. 7. Total Proposed Landscaping is 4000sf and has been indicated on the Landscape Master Plan, Sheet 'L.1', and the Title Sheet'T. The requested note has been added to the Landscape Master Plan, Sheet 'L.l', and has been signed and dated by the Landscape Architect whom prepared the plans. 8. Please provide a note on the title sheet "Setbacks" section to state: "side yard reduction pursuant to CMC Section 21.10.070A.l.a.i." 2. Please show the side yard setbacks on Sheet Ito be 8.5'and 11.5'. 3. Please label the 100' buffer from wetlands on the site plan. 4. The stringline shown on the site plan is not correct. The main structure stringline should be from the corner of the existing home at 2431 Buena Vista Circle to the corner of the second dwelling unit at 2411 Buena Vista Circle. The accessory structure on that property is not permitted and therefore cannot be used for stringline. Since the existing home is nonconforming due to stringline, the proposed westerly addition is ^not permitted. Furthermore, the proposed patio covers need to meet the main home stringline since there is not a patio cover stringline that would allow for these to project out past the main home stringline. The proposed second story deck will also need to be revised to be behind the main home stringline. 5. A 25 foot wide lateral access easement along the Buena Vista Lagoon will be required. Please show this 25 foot wide area on the site plan. This should align with an existing lateral access easement on adjacent properties. Engineering: 1. Please verify the square footage shown for the garage and the living area addition on the south iide of the existing house. Also calculate any additional impervious area created by the living addition shown under the second floor living area addition, the living area addition shown along the west side of the existing house and any other exterior hardscape structures. Provide a table with a description ofeach area and the total impervious area. 2. Please provide a typical plan view and cross section of the concrete pavers in the new motor court. Ifthe pavers are pervious, the motor court can be identified as pervious pavement. Ifthe pavers:are impervious (brick), and spaced to allow for storm water infiltration, the pavement can be identified as permeable pavement. Either element does not contribute to the impervious area being created or replaced. See next comment. 3. The Storm Water Standards Questionnaire submitted. Step 2, Question 7, indicates that more than 2,500 square feet of impervious surface is being created or replaced. It appears that the tbtal impervious area being created or replaced by the residential construction is approximately 1,500 square feet. If the total impervious area per Comment #1 is less than 2,500 square feet and if the motor court is to be constructed of pervious or permeable pavement, please revise the answer to Question 7 the questionnaire and indicate that this project must only comply with standard development project requirements by checking the second box in Step 4.
