The City Planner shall make the final detennination regarding a project's cost of development. The primary basis for detemnining cost of development will be the application of dollar costs per square foot for different types of residential construction. These costs are set by the International Conference of Building Officials (ICBO) and are applied throughout San Diego County. Please complete the following infomiation to assist in the determination of this project's cost of development (Contractor proposals may also be submitted for consideration by the City Planner). To view tiie SUSMP, refer to the Engineering Standards (Volume 4, Chapter 2) at www.carisbadca.qov/standards. Initially this questionnaire must be completed by the applicant in advance of submitting for a development application (subdhnsion, discretionary permits and/or constmction pennits). The results of the questionnaire determine the level of stonn water standards that must be applied to a proposed development or redevelopment project. Depending on the outcome, your project will either be subject to 'Standard Stormwater Requirements' or be subject to additional criteria called 'Priority Development Project Requirements'. Many aspects of project site design are dependent upon the storm water standards applied to a project. Your responses to the questionnaire represent an initial assessment of the proposed project conditions and impacts. City staff has responsibility for malung the final assessment after submission of the development application. If staff determines tftat the questionnaire was inconectly filled out and is subject to more stringent storm water standards than initially assessed by you, this will result in the return of the development application as incomplete, tn this case, please make the changes to the questionnaire and resubmit to the City. If you are unsure about the meaning of a question or need help in detemiining how to respond to one or more of the questions, please seek assistance from Land Development Engineering staff. A separate completed and signed questionnaire must be submitted for each new development applk^tion submission. Only one completed and signed questionnaire is required when multiple development applications for the same project are submitted concurrently. In addition to this questionnaire, you must also complete, sign and submit a Project Threat Assessment Form with construction pennits for the project. Please start by completing Step 1 and follow the instrvctlons. When completed, s/gn the form at the end and submit this with your application to the city. X 2. Is your project LIMITED TO retrofitting or redeveloping existing paved alleys, streets, or roads that are designed and constructed in accordance with the IJSEPA Green Streets guidance? If you answered "yes" to one or more of the above questions, then your project is NOT a priority development project and therefore is NOT subject to the storm water criteria required for priority development projects. Go to step 4, mark the last box stating "my project does not meet PDP requirements" and complete applicant information. If you answered "no" to both questions, then go to Step 2. Pursuant to Section 21.48.050 (Nonconforming residential structures and uses) of the Carlsbad Municipal Code, an existing single-family residence which does not meet the required parking standard (i.e. a two-car garage) may expand floor area if a minimum of two off-street parking spaces are provided on-site in a location consistent with Section 21.44.060(4). The existing single-family residence can provide the required residential parking through an expansion of an existing one-car garage, and within the driveway in the front yard setback. However, the site is located in the Beach Area Overlay Zone, which requires .30 spaces of visitor parking per unit. If the required parking results in a fractional parking space, the required number of parking spaces shall be rounded up to the nearest whole number. The plans do not show an off-street parking space for the required visitor parking space. Please revise the plans to include the required visitor space. 2. Please show the full extent of the driveway apron. Images of the site show the existing driveway to be much wider than what is shown on the plan and may afford room for both required and guest parking. 3. Please dimension the height of the of the flat roof portion of the house.
