The storm drain system along the western edge of Carlsbad Boulevard just north of the city limit line between Carlsbad and Encinitas has been damaged. As a result, the storm drain pipe that conveyed the water no longer exists and the water that used to be in the pipe has washed out the earth along the previous pipeline alignment which is adjacent to the southbound lanes of Carlsbad Boulevard. In addition to the damage to the storm drain system the erosion of the earth along the pipeline alignment has undermined an SDG&E power pole and associated conduits and a City of Carlsbad street light. If the damage continues it could threaten the southbound lanes of Carlsbad Boulevard. The repair work includes replacing the damaged portions of storm drain system with new pipe and structures and the reconstruction of the earthen fill over the pipeline which runs parallel to Carlsbad Boulevard to an energy dissipater outlet structure west of the roadway adjacent to the State Parks parking lot.
