Description/Explanation: · Emergency repairs involved extending the storm drain outlet to the base of the slope and filling in the eroded portion of the slope. The disturbed area was hydroseeded with coastal sage scrub mix, and the slope was restored to pre-failure conditions. Repair work was restricted to the slope, and no work was done in the adjacent detention basin/channel. Describe the project site as it exists before the project, including information on topography, soil stability, plants and animals, and any cultural. historical or scenic aspects. Describe any existing structures on the site, and the use of the structures. Attach photographs of the site. Snapshots or Polaroid photos will be accepted. On January 2, 2016, the City of Encinitas completed an emergency slope repair at Ponto State Beach in Carlsbad, California. The slope failure was due to an unknown storm drain with no available as-built drawings or specifications. The storm drain ended at the slope and had no outlet, causing slope failure. The slope failure required emergency repairs because an existing power pole adjacent to thE~ eroded slope was in danger of falling. The project site plus 1 00-foot buffer currently contain 0.34 acre coastal sage scrub, 0.22 acre riparian and wetlands, and 0.76 acre urban/developed (Figure 2 in attached Technical Memo). The attached Technical Memo describes the biological resources of the project site, and evaluates the potential for special-status species. Because emergency work was already performed, the Technical Memo also assesses temporary and permanent impacts of the project. 33. Describe the surrounding properties, including information on plants and animals and any cultural, historical or scenic aspects. Indicate the type of land use (residential. commercial, etc.), intensity of land use (one-family, apartment houses, shops, department stores. etc.), and scale of development (height, frontage, set-back, rear yard, etc.). Attach photographs of the vicinity. Snapshots or polaroid photos will be accepted. The project site is mostly immediately surrounded by developed roadways. Carlsbad Boulevard borders to the east, and the Ponto State Beach parking lot to the west. An unnamed service road connects Carlsbad Boulevard to Parliament Road, and acts as the southern boundary of the BSA. To the north, the! storm drain outfall from a previous project onsite conveys water into a waterway which extends north and eventually borders the State Beach. The new storm drain outlet constructed as a result of this project now conveys water into the existing waterway. This waterway is lined with southern arroyo willow riparian forest. Site photographs are included in Attachment B of the Technical Memo attached to this application.
