Description/Explanation: PEELLE RESIDENCE ADDITION This project is an addition and remodel to an existing one story single family residence. The project requires a Coastal Development Permit. The existing home is approximately 2,044 square feet with a 610 square foot garage.The project consists of an addition to the first floor of 1,067 square feet, an addition to the garage of 80 square feet, and a new second floor addition of 415 square feet for a total of 3,526 square feet of livable space and a 690 square foot garage. The project is sited on a flat pad that sits approximately 35' above the Buena Vista Lagoon. From the pad the site slopes steeply down to the lagoon at about 46%. This slopes acts as a natural buffer to the lagoon. The pad above the Lagoon where the house sits is completely developed with flat work, patios, and landscaping. All of the proposed addition is on the already developed pad. No work or development is proposed on the steep slope area of the site. In addition to the remodel to the existing structure we are proposing to re-place the existing patio areas with new patios that are terraced into two levels following the existing site topography. The plans also call for a small pool and fire pit. We are proposing that the 100' wetlands buffer be reduced to the top of the existing slope which is approximately 80' from the wetlands per Land Use— Mello II,Policy 3-2 Buena Vista Lagoon. The pad slopes steeply down to the lagoon at about 46%. This slope acts as a natural buffer to the lagoon. The steep slope has various types of ornamental vegetation and ground cover consisting of bushes and small trees. A line of palm trees runs along the top of the slope. The flat pad above the slope contains a one story single family residence and garage totally about 2,650 square feet. There are various walk ways and patio surfaces with scattered landscaping consisting of bushes and some clusters of palm trees. There are views of the lagoon and ocean to the west of the site. The soil stability of the site appears to be very good as there are no signs of erosion, slippage, or structural settlement of the structure. 33.The site is surrounded to the north, east and south by an existing single family residential neighborhood. The Buena Vista Lagoon is situated towards the west. The homes are a mix of one and two stories in height and range from approximately 1,500 square feet to 4,000 square feet. The Landscaping is typical of developed residential neighborhoods consisting of ornamental planting consisting of turf, trees and various shrubs. The homes on the west side of Buena Vista circle have views of the lagoon and ocean and the two story structures on the east side may have some lagoon and ocean views from their second floors.
