To Whom it may concern:
The "beach lifestyle"is a hallmark of living and visiting the City of Carlsbad. Carlsbad encompasses
approximately 7 miles of coastline, 5.5 miles that are State Park and approximately 1.25 miles that
lie outside State Park jurisdiction, that enhance the quality of life in the community and draws visitors
from around the world.
In 2017, Carlsbad City Council approved the Carlsbad Fire Department to begin providing lifeguard
services along a previously unprotected section of the coastline from the northern city limits south
to the beginning of Carlsbad State Beach at approximately Oak Avenue. This section is approximately
%of a mile and is referred to locally and hereafter as "North Beach". Seven drownings and one fatality
occurred on North Beach during the 2016 summer. The Fire Department pilot program operated on
North Beach during the 2017 summer and recorded zero civilian drownings or fatalities. North Beach
has become a popular destination for locals and tourists because of its proximity to hotels, free
parking, and the tourist friendly commercial district known as Carlsbad Village.
The beach is primarily sand with a moderate slope to the water's edge. Two consistent reoccurring
rip tides at Grand Avenue and Beech Ave. are the most significant safety hazards to swimmers and
waders.The Carlsbad Fire Department estimates a level of service to include three towers on North
Beach staffed during summer months and high use periods and a truck guard.The Department
currently has an agreement to staff an existing tower located at the Army and Navy Academy.Two
additional towers need to be placed at Beech Ave. and Carlsbad Village Drive in order to provide
overlapping coverage and public safety to beach goers.The City proposes two temporary, portable
wooden lifeguard towers (as pictured) placed in the sand (at the locations shown on the map) from
May through September and as conditions dictate.No utilities will need to be supplied to the tower
locations and any waste created by their presence (empty medical supply containers, trash, personal
supplies) will be removed by staff daily and backhauled from the beach.The towers will be removed
from their locations seasonally.
