Site Plan: Four (4) copies for a Minor Coastal Development Permit, two (2) copies for a Single Family Regular Coastal Development Permit prepared on a 24" x 36 sheet(s) folded to 814" x 11". SPECIFIC APPLICATION REQUIREMENTS (May apply to single family, regular and minor coastal development permits) Coastal Overlay Zones require additional information to be submitted as follows: (refer to the Municipal Code for a full description): A. Coastal Agriculture Overlay Zone 1. Refer to the Carlsbad Municipal Code Section 21.202.060 for specific requirements. B. Coastal Resource Protection Overlay Zone 1. Slope analysis/mapping for 25% and greater subject to Section 21.203.040 of the Carlsbad Municipal Code. 2. Topographic and vegetation mapping/analysis subject to Subsection 21.203.040(B)(1) of the Carlsbad Municipal Code, if project is located along the first row of lots bordering Buena Vista Lagoon including the Lagoon mouth. 3. Topographic, drainage and wetland mapping subject to Subsections 21.203.040(B)(2)(a) and (b) of the Carlsbad Municipal Code if located east of Interstate 5 in the Batiquitos Lagoon watershed. 4. Drainage study subject to Subsection 21.203.040(B)(3) of the Carlsbad Municipal Code if project is located west of existing Paseo del Node, west of Interstate 5 or along El Camino Real immediately upstream of existing storm drains. 5. REQUIRED COASTAL PERMIT FINDINGS Approval of a regular or minor coastal development permit is based on the ability to make three coastal related findings. These three findings are presented below for your review and information. 1. That the proposed development is in conformance with the Certified Local Coastal Program and all applicable policies. 2. That the development is in conformity with the public access and public recreation policies of Chapter 3 of the Coastal Act. 3. That the development conforms with any applicable decision pertinent to this proposal and/or site as set by the Coastal Commission on a previously related appeals decision per Public Resources Code §30604(c). Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reasons for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: The applications for Mar Vista include a Hillside Development Permit Amendment (HDP 94-09-A) a># a Site Development Plan Amendment (SDP 94- 1 0-A), AM 0 A C4A1-W- Vg,ve.Lo?>*£<»T This 49 lot (plus 1 open space lot) standard R-l 7,500 square foot minimum lot subdivision (CT 94-1 1) on 34.3 acres will be developed on the upper 15 plus acres of the property with the lower 19 plus acres to remain as permanent open space. Eight of the proposed lots identified in the original project approval will be required to construct Second Dwelling Units. This application requests the substitution of Lots 2, 27, and 3 1 for Lots 50, 28, and 32 for Second Dwelling Units. Lots 8, 18, 24, 35, and 44 will have Second Dwelling Units as originally approved. Access to the property will be from Palomar Airport Road via Hidden Valley Road and the westerly extension of Calle Serena across the Emerald Ridge West (CT 95-03) property. Condition No. 19 of Planning Commission Resolution No. 3875 requires approval of a Site Development Plan by the Planning Commission prior to the issuance of building permits. In addition, the Hillside Development Permit requires amendment to insure that the proposed architecture is consistent with the Hillside Ordinance and Zone 20 Specific Plan. The subdivision design has been approved as meeting the design standards of the Hillside Ordinance. The placement of the proposed units has observed varying setbacks to create visual and site interest. The units incorporate structure modulation and interest. Exterior colors and texture are sensitive to the surrounding landscape. With the variety of setbacks, garage entrance locations and architecture along with the curvilinear street system the visual appearance will be interesting and blend in with the surrounding natural features. Units range in size from 2376 square feet for Plan No. I (single story) Plan No. 2 (2713 square feet - 2 story), Plan No. 3 (3 133 square feet - 2 story) and Plan No. 4 (3408 square feet - 2 story with Second Dwelling Unit). The gnrnnyTl^is 450± square feet and has a separate entrance from its own single car garage plus an exterior entrance, fnteriorjaccess to the second floor main unit is also available if necessary. More than 10 percent of the units along the north rim of the property and visible from Palomar Airport Road will be single story (I out of 6 or 17 percent). Along the western edge 2 of 17 (12%) homes are single story. In addition, all the homes along the north and west edges will be set back a minimum of 60 feet from the edge of the nature brush line and will provide not only the required fire protection setbacks but add to the visual relief from surrounding properties. A 4-foot sound attenuation wall is required to mitigate Palomar Airport Road noise for the lots along the north edge of Mar Vista. The developer will be building a continuous 4-foot high decorative masonry wall, with 18 inches of wrought iron, along the outer edge of Mar Vista (Lots 19-21 and 29 - 3 1 ). This wall will mitigate the noise concern for the northerly lots (19-21 and 29 -31) and provide a buffer to the natural open space Lot 1.
