TELECOMMUNICATIONS March 13, 1997 Elaine Blackburn Planner City of Carlsbad 2075 Las Palmas Drive Carlsbad, CA 92009-1576 Dear Ms. Blackburn: Re: Response to Comments for CDP 96-14 This letter is in response to City of Carlsbad comments dated January 21,1997, for Coastal Development Permit CDP 96-14. The project proposal is to install a ground- mounted Personal Communications Services (PCS) system at 4901 El Camino Real south of the existing building. Planning Comments 1. The "City of Carlsbad Planning Commission" approval stamp was removed from the plans. 2. A revised slope analysis map has been included (Sheet C-2) to accurately reflect the slope characteristics in the project vicinity. 3. CDP 96-14 has placed on the upper right hand corner of each sheet. 4. Enclosed you will find four separate Geotechnical Investigation reports that address slope stability, seismicity, landslides, etc. These reports have been prepared by Hetherington Engineering, Inc. The drainage system around the equipment enclosure is shown on Sheet C-3 and described briefly in the Heatherington Engineering letter dated October 21,1996. Specific grading quantities are included on Sheet A-l. There will be a total of 26 cubic yards of cut and 7 cubic yards of fill for the entire project. General magnitude and depth of the grading are indicated on Sheets A-4 and C-3 and all of the Structural sheets. Sheet C-l has been revised to show all of the existing easements in the project vicinity. This combined with information on Sheet A-l depicts to the best of our ability existing easements in the area and their purpose. 2. The project does not affect circulation. The equipment location does not eliminate any designated parking spaces, nor does it block any existing drive aisles. Maintenance vehicles will visit the site approximately once a month, so no significant traffic will be generated by the project. 3. See response #4 to Planning Comments. 4. Proposed telephone and electrical lines to the equipment boxes will be run underground. The power and telephone line will be run down the telephone pole (at front of the property) in conduit and then placed in 36"xl8" trench that will lead back to the equipment boxes. 5. According to a preliminary analysis by the Cox radio frequency engineer, the facility will not interfere with the proposed Pacific Bell Mobile Services PCS facility because of the horizontal distance (170 feet) between the two carriers. 6. See response #4 to Planning comments 7. See response #1 above. 8. CUP 96-05 is on the bottom right hand corner of the plans. 9. See response #4 above.
