Site Plan: Four (4) copies for a Minor Coastal Development Permit, two (2) copies for a Single Family Regular Coastal Development Permit prepared on a 24" x 36 sheet(s) folded to QVz x 11". SPECIFIC APPLICATION REQUIREMENTS (May apply to single family, regular and minor coastal development permits) Coastal Overlay Zones require additional information to be submitted as follows: (refer to the Municipal Code for a full description): A. Topographic and vegetation mapping/analysis subject to Subsection 21.203.040(B)(1) of the Carlsbad Municipal Code, if project is located along the first row of lots bordering Buena Vista Lagoon including the Lagoon mouth. 3. Topographic, drainage and wetland mapping subject to Subsections 21.203.040(B)(2)(a) and (b) of the Carlsbad Municipal Code if located east of Interstate 5 in the Batiquitos Lagoon watershed. 4. REQUIRED COASTAL PERMIT FINDINGS Approval of a regular or minor coastal development permit is based on the ability to make three coastal related findings. These three findings are presented below for your review and information. 1. That the proposed development is in conformance with the Certified Local Coastal Program and all applicable policies. 2. That the development is in conformity with the public access and public recreation policies of Chapter 3 of the Coastal Act. 3. That the development conforms with any applicable decision pertinent to this proposal and/or site as set by the Coastal Commission on a previously related appeals decision per Public Resources Code §30604(c). SP 203(A) AND CDP 97- ) APPLICANT NAME: Monarch Communities of California• ,, -, „ The applications for Emerald Ridge East include a Hillside Development Permit Amendment, Site Development Plan Amendment, Specific Plan Amendment, Coastal Development Permit and Environmental Assessment. This 60 lot (plus 3 open space lots) standard R-l 7,500 square foot minimum lot subdivision on 28.1 acres will be developed on the moderately sloping property with 7.8 acres to remain as permanent open space. The project has received City and Coastal approval of the Tentative Map, Site Development Plan, and Hillside Development Permit. We are now requesting amendments to the Site Development Plan and Hillside Development Permit as required by the Tentative Map Conditions of Approval. We are also asking the City to consider and approve a Coastal Development Permit along with an amendment to Specific Plan No. 203 which was approved for all of Zone 20. Our request for amendment to SP No. 203 is to allow reduced front yard setbacks in the R-l Zone' to 15 feet while maintaining a minimum of 20 feet to any garage facing the street. Where setbacks are reduced, garages facing the street will have 20 feet or more setbacks. Reduced setbacks will be allowed on one-third of any project and will add interest to the street scene and allow for increased/useable rear yard areas. Where project design allows, some setbacks will be increased from minimum standards. Access to the property will be from Palomar Airport Road via Hidden Valley Road. The project has been designed, so that gravity sewer will flow within the project (within "A" Street) to north of Lot 7 and then in an easement to Hidden Valley Road and north to the existing sewer at the south edge of Palomar Airport Road. Subdivision grades were set to minimize grading. Two panhandle lots have been approved that further reduce grading and provide for additional interest in the subdivision design. Some of the lots may have ocean views. This is a single entry subdivision which meets the City cul-de-sac policy and will provide a private neighborhood. The large open space lots at the north and south end of the subdivision provide buffers from the adjacent future development. Development is being kept south of the 65 CNEL line for Palomar Airport. Pacific Noise Control looked at noise impacts on the project from both airport and street traffic sources. Sound walls are required for Lots 8,9, and 26 and some interior noise mitigation may be required. Major areas of 40% slope have been avoided with the subdivision design. Open-space Lots 61 and 62 contain the major 40% slope areas and will remain mostly un-developed.
