SUBJECT: CT 96-08 - JEFFERSON/CHINQUAPIN STREETS PROJECT Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Tentative Tract Map, application no. CT 96-08, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. All list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, December 31, 1996, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. You must submit a Preliminary Title Report which is current within the last 6 months. The report submitted (dated June, 1996) is not current within the last 6 months. *^Please include on the plans spot elevations at the corner of each proposed pad. ,_ must aPP'V f°r a Coastal Development Permit for the requested subdivision. (Subdivision of land is considered "development" under the City's Coastal regulations.) Staff has enclosed a copy of the application submittal checklists (Items "A" and "B", enclosed) to assist you in preparing the application. Please be sure that all applicable items on the lists are included in your submittal. 4. You must comply with all applicable requirements of the City's Inclusionary Housing regulations. For the proposed 1 5-lot subdivision, you will be required to provide _/ 2.25 affordable units. For projects of this size the affordable units must be ^ n constructed (rather than offset by an in-lieu or impact fee). Therefore, you would be OI~| /! P^ required to construct at least two affordable units. The remaining .35 unit could be , f provided by either building a third unit or by paying a fee of 35% of the average subsidy needed to provide an affordable unit (i.e., purchasing a "credit" in another project). An application providing for the inclusionary units must be processed concurrently with the application for the market-rate units (i.e., the current 1 5-lot subdivision). Therefore, the current project cannot be deemed complete until provisions for the affordable units (including an affordable housing agreement) can be reviewed concurrently. Engineering: 5. Show all facilities as "existing" or "proposed". If they are existing and shown in /(nv greater detail on an approved improvement drawing, add the drawing and sheet # for reference. Show proposed drainage improvements and offsite exhibit of drainage condition. Show existing and proposed street grades as well as centerline information. If a typical is used check plan for // compliance, in this case show side slopes. ISSUES OF CONCERN Planning: 1. Please include the project application number (CT 96-08) in the upper right-hand corner of the plan sheet in future resubmittals. 2. ^ State law requires that conversion or demolition of existing residential dwelling units ^ r/^1 occupied by persons and families of low or moderate income shall not be authorized & ,£.-^/ unless provision has been made for the replacement of those dwelling units with units for persons and families of low or moderate income. There are some exemptions to this requirement. One exemption is allowed when the total number of residential structures to be demolished involves more than one structure but less |\ than 10 dwelling units. Based upon the information on the plans, the proposed project satisfies this exemption (i.e., demolition of two residential structures, each structure containing one residential unit). Engineering: 3. Show sight distance/corner cutoff at Jefferson St. and at proposed Linmar Ln. where they intersection with Chinquapin Ave.. 4. The proposed drainage pattern could be a problem. Show required proposed improvements to Linmar Ln. Will the developer construct sidewalk on both sides of the onsite street? Will offsite construction be proposed? 6. Add contour identification (#'s to the contour lines). - ^ 7. Move the proposed slope between lots 1 through 5 to the west so that the rear v property line is at top of slope. 8. Show proposed individual lot services or, if applicable include in a detail. You will find enclosed a red-lined checkprint for your use in making changes. Please return this checkprint in your next resubmittal in order to expedite the review of your project.
