MINOR COASTAL DEVELOPMENT PERMIT/CDP 97-11 - DECISION LETTER
In accordance with Section 21.201.080 of the City's Zoning Ordinance, which regulates the
processing of Minor Coastal Permits, the Planning Department is prepared to take action on
permit number CDP 97-1 1 .
Project Description:
The project consists of the placement of approximately 500 yards of rock fill material to
elevate and improve a 500-foot long 12-foot wide section of an existing dirt transmission line
maintenance access road.

The Planning Director hereby APPROVES CDP 97-1 1 based on the findings and subject to
the conditions listed below:

The project is consistent with the Local Coastal Program which designates the
subject site for residential development. The proposed maintenance roadway
improvement complies with applicable standards and does not impact coastal
resources.
No coastal access or recreation impacts are associated with the proposed
improvements to the existing maintenance roadway. No blufftop encroachments or
impacts are involved.
The project's cost of development has been determined to be less than $60,000.
No other discretionary entitlements are required for this project.

Conditions:
Planning:
1. The Planning Director does hereby APPROVE the Minor Coastal Permit, CDP 97-
11 for the private roadway improvement project entitled "SDG&E Tower Access
Road". (Exhibit "A", dated November 5, 1997, on file in the Planning Department
and incorporated by this reference, subject to the conditions herein set forth. Staff is
authorized and directed to make, or require the Developer to make, all corrections
and modifications to the Minor Coastal Permit documents, as necessary to make
them internally consistent and in conformity with the final action on the project.
Development shall occur substantially as shown on the approved Exhibit. Any
proposed development substantially different from this approval, shall require an
amendment to this approval.
2. Pursuant to section 21.201.200 of the Carlsbad Municipal Code, this Coastal
Development Permit will expire two (2) years from the date of this approval if
the project has not been completed by that date.
4. All Terms and Conditions of Stream Or Lake Alteration Permit Agreement No.
5-032-97 are included herein by reference as conditions of approval of this
Coastal Development Permit (CDP 97-11).
Engineering:
5. The developer shall pave the apron of the access road for the first 25 feet adjacent
to El Camino Real. The required pavement shall, at a minimum be 4" of A.C. over
12" Class II base. Plans for such improvements shall be approved by the City
Engineer.
6. The developer shall exercise special care during the construction phase of this
project to prevent offsite siltation. Planting and erosion control shall be provided in
accordance with the Carlsbad Municipal Code and the City Engineer.
