SUBJECT: POINSETTIA PROPERTIES MASTER TENTATIVE MAP - CT 97-10/CDP 97-16
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Tentative Map, Planned Development Permit and Coastal
Development Permit, application nos. CT 97-10/CDP 97-16, as to its completeness for
processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed. May 13, 1997, to either resubmit the application or submit the required information.
Failure to resubmit the application or to submit the materials necessary to determine your
application complete shall be deemed to constitute withdrawal of the application. If an
application is withdrawn or deemed withdrawn, a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
Project No. CT 97-10/CDP 97-16
Planning:
Please revise the existing Zoning and General Plan designations on the
tentative map summary sheet to indicate SP 210 General Plan and Zoning
Designations. This project cannot be processed to hearing unless the Zoning
and General Plan designations proposed as part of SP 210 are approved.
Please submit grading plans for the project area.
3. Please submit a fully-completed original notarized PFF agreement and one
copy of the PFF agreement. Please note that a separate PFF agreement is
required for each project submitted.
4. Please submit a completed disclosure statement (form attached).
5. Please submit three copies of the Preliminary Title Report (current within the
last six months).
6. Please note that this project will remain incomplete until the Specific Plan,
EIR and all associated discretionary applications have been approved,
including LCPA approval by the California Coastal Commission.
Engineering:
Engineering Department incomplete items will be sent under separate cover.
ISSUES OF CONCERN
Planning:
The plans show an existing storm drain running through the middle of the
project. The studies prepared for the EIR do not reflect this storm drain.
Please submit documentation describing this drainage facility and note
whether it will be removed, relocated, etc.
Please show the meandering sidewalk on Avenida Encinas on the tentative
map exhibit.
Submit a detailed soils testing and analysis report, prepared by a soils
engineer. This report must be submitted to the County Health Department
for review and approval. This report is to be prepared pursuant to the
Poinsettia Properties EIR.
Please submit a program of Best Management Practices (BMP) including
structural controls and detention basins for the storm drain system drainage
area for consideration and approval by the City Engineer. The BMP report is
to be prepared pursuant to the Poinsettia Properties Specific Plan EIR.
