SUBJECT: PRE 96-39 - COASTAL ACCESS REQUIREMENTS / CARLSBAD BLVD. LOT

Dear Bill:
Pursuant to our conversation a little over a week ago about the 60 foot wide lot just
south of Terramar, the City is curious as to whether the Coastal Commission would
require access. The applicant has expressed a sincere interest in developing the lot in
the near future and the topic of access is critical. The subject property is 60 feet
wide, therefore any reduction in width due to a public access would have ramifications
on design and construction possibilities. Since this property is within the future
Coastal Commission appeal area, and the applicant will likely not propose development
until after the City receives permitting authority, I wanted to get your opinion of future
access requirements.
One new point of information has arisen since we last spoke. The City received an
application for beach access, basically a stairway, on the property immediately south
of the subject property (APN: 21 0-1 20-30) on September 25, 1996. Please feel free
