* Christer, here's the meat of Sherilyn's email. Deborah Lee just
told me she told Larry Clemens that the LCPA would be off for May so you can
tell Gary if he already doesn't know.
nfirm with Gary the resource protection policies that contain the "duag
criteria" language for the rest of Mello I1 would not be modifiedj but also
discuss with him how we can find the core area project consistent if that is
the case. Through this discussion you should be able to determine what
policies must clearly apply to Kelly Ranch in order to implement our
recommendation which is to allow encroachment on those two "dual criteria"
areas in exchange for an enhanced and more functional habitat preserve area.
Also, please get a determination from the fire dept. re: the setback that
would be required from open space for Planning areas I,J, K and L if the
habitat is left as is. In other words, if the habitat preserve extended up
to the ridgeline (PAJ), down to the cleared area (PAI), and included all of
the existing habitat on PAL and PAK, how far would the structures have to be
located from that habitat? With this info, we will be able to identify the
impact associated with our recommendation which is to revise the open space
limits to include the existing habitat. You should put that request in
writing, I guess to the fire rep who attended the rntg. Confirm that with
the City.
COASTAL COMMISSION LCP ISSUES
Maximum Densitv of Development -
CDP 97-43 is approximately 250 d/u less than the density of the Core Area
anticipated by the certified LCP.
Kelly Ranch Master Plan: 900 d/u CDP 97-43: 650 d/u
250 d/u balance
Aericultural Preservation
Kelly Ranch is exempt from agricultural preservation provisions due to
overriding wetland preservation and protection provisions.
Drainage - and Erosion Control
City and Federal requirements are now stricter than that allowed through CDP 6-84-617.
