SUBJECT: SDP 97-24/CDP 97-45 - ISLANDS RESTAURANT
The items requested from you earlier to make your Site Development Plan and Coastal
Development Permit, application no. SDP 97-24KDP 97-45 complete have been received
and reviewed by the Planning Department. It has been determined that the application is
now complete for processing. Although the initial processing of your application may have
already begun, the technical acceptance date is acknowledged by the date of this
communication.
Please note that although the application is now considered complete, there may be issues
that could be discovered during project review and/or environmental review. Any issues
should be resolved prior to scheduling the project for public hearing. In addition, the City
.may request, in the course of processing the application, that you clarify, amplify, correct,
or otherwise, supplement the basic information required for the application.

ISSUES OF CONCERN
No. SDP 97-24/CDP 97-45 - ISLANDS RESTAURANT
Planning:
1. Please submit a signed and notarized public facilities fee agreement for property
outside the boundaries of Community Facilities District Number 1. The agreement
that was submitted with the application is for property inside the boundaries of the
district.
2. The light pole detail must be included on the blueprints for the project. The detail
should indicate the maximum height of the light pole and the color for the pole and
fixture. The pole /fixture height must not exceed a height of 30 feet and both must
be a neutral color.
3. Please provide dimensions on the project plans for perimeter landscape areas in
addition to parking lot landscape islands as was previously requested.
4. On sheet C-l please make the following revisions:
a. Change the number of compact spaces to 13 and the corresponding
percentage to 21.
b. Provide the missing information in the average daily traffic table that
compares the proposed project to the existing land use.
5. On sheet C-3 please make the following revision:
a. The full size parking spaces adjacent to Palomar Airport Road need to be
switched with the compact spaces nearest to Palomar Airport Road so that
there is no overhang of parked cars into the future public right-of-way.
6. On sheets A-l and A-2 wood trim ST-I stain (Olympic solid body stain “cedar”) and
the river rock (Eldorado “American Blend” with dark grey grout) are not used on any
of the building elevations. Please show the locations of these materials on the
elevations or remove them from the plans and materials board.
7. Revise the building area total on sheet A-3 to coincide with the new building area
total of 5,1 16 square feet.
8. Please revise the landscape plan as follows:
a. Revise the parking area adjacent to Palomar Airport Road as requested for
the sits plan.
b. Change the quantity from 3 to 4 for the quercus ilex to be consistent with
the number of species plotted on the plan.
C. In the legend provide symbols for the proposed shrubs. 0 ‘)I
d. Enclosed is a checkprint from the City’s Landscape Architect containing
additional minor revisions. Please include these changes in the revised plan.
9. Enclosed for your use is a redlined copy of the plans containing Planning Department
revisions for your use. Please return the checkprint with 3 sets of revised plans
