The application and plans submitted for this proposed project are currently incomplete and unsuitable for further review due to the following incomplete items: 1. The Preliminary Title Report was not included in the Engineering package. 2. Please indicate date, in accordance with the title report. easements and encumbrances, with the recordation number and 3. The drainage study was not included in the Engineering package. 4. Please show any existing driveways which are adjacent to and across the street from this project. 5. Show street improvements, existing and proposed. 6. Show proposed method and path of drainage. 7. Include proposed grading plans 8. Show proposed location of sewer, water and utility services. (keep meters and laterals out of driveway) Additionally, staff has conducted a review of the project for engineering issues of concern. Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: Traffic: 1. Please indicate existing improvements along Skyline Rd. and distance to nearest intersection. Frontage improvements are typically required with new construction. 2. Revise proposed driveways to comply with current standards and minimum setbacks. Minimum setback to property line is 3’. The transition area (x) is 3’ on each side and the distance between top of driveway and utility any conflict is 5’. Show proposed grade (%) up driveway. Use standard driveway apron design (San Diego Regional Standard G-14). CDP 97-47: SAUNDERS RESIDENCE M. GRIM MEMO; NOVEMBER 20,1997 Sewer: 1. Please show existing and proposed Sewer, Water, and utility services. Note there are City Standards that affect the locations and conflicts with driveways. Meters and laterals are not to be located in or under driveways. It appears that this could be the case given the proposed design. Drainage: 1. Please show the path and method of site drainage on site and off site to an approved location (preferably a nearby storm drain). 2. Drainage appears to run off site to the property on the south. Is there an easement for this? We recommend controlling the drainage on the property to be developed. Miscellaneous: 1. Please show what is on the adjacent parcels, also note APN # or identify lot # if there is one. 2. Attached is a red-lined check print of the proposed project for the applicants use in making the requested revisions. This check print must be returned with the project revisions to facilitate continued staff review. If you or the applicant have any questions, please either see or contact me at extension 4353. Required easements will be dedicated prior to issuance of building permits. Improvements: Frontage Improvements Required: Yes Standard Variance Required: No Comment: Skyline Road exists as a partially unimproved roadway. Paving, Curb, Gutter & Sidewalk are needed to comply with current standards for a local street. Enqineerinq Conditions General Note: Unless specifically stated in the condition, all of the following engineering conditions, Prior to the issuance of building permits. FeeslAg reeme n ts 33.C. Building permits will not be issued for development of the subject property unless the District Engineer determines that sewer facilities are available. Prior to issuance of any building permit, the developer shall comply with the requirements of the City’s anti-graffiti program for wall treatments if and when such a program is formerly established by the City. The developer shall pay all current fees and deposits required. The owner of the subject property shall execute an agreement holding the City harmless regarding drainage across the adjacent property. 38. 50. 47. Grading 56. 54. 57. 58. No grading shall occur outside the boundary of this parcel unless a grading or slope easement is obtained from the owners of the affected properties. If the applicant is unable the grading or slope easement, no grading permit will be issued. In that case the applicant must either amend the site plan so grading will not occur outside the project site in a manner which substantially conforms to the approved project as determined by the City Engineer and Planning Director. Based upon a review of the proposed grading as shown on the site plan, a grading permit for this project is required. The developer must submit and receive approval for grading plans in accordance with City codes and standards. Prior to hauling dirt or construction materials to or from the site, the developer shall submit to and receive approval from the City Engineer for the proposed haul route. The developer shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. The developer shall exercise special care during the construction phase of this project to prevent offsite siltation. Planting and erosion control shall be provided in accordance with the Carlsbad Municipal Code and the City Engineer. 61. Additional drainage easements may be required. Drainage structures shall be provided or installed prior to or concurrent with any grading or building permit as may be required by the City Engineer. 47. Rain gutters must be provided to convey roof drainage to an approved drainage course or street to the satisfaction of the City Engineer. Dedication/lm provements 63. The owner shall make an offer of dedication to the City for all public streets and easements required by these conditions or shown on the site plan. All land so offered shall be granted to the City free and clear of all liens and encumbrances and without cost to the City. Streets that are already public are not required to be rededicated. 72. Plans, specifications, and supporting documents for all public improvements shall be prepared to the satisfaction of the City Engineer. In accordance with City Standards, the developer shall install, or agree to install and secure with appropriate security as provided by law, improvements shown on the site plan and the following improvements: A. Frontage improvements to Skyline Road including offsite transitions. Frontage improvements refer to W street construction of 8 AsphaltlConcrete Pavement. 0 Concrete Curb and Gutter. 8 8 8 Concrete Sidewalk on one (1) side. Street Light Standards if required Relocation of utilities or existing facilities. 8 Street Light Standards. 8 On-Site/Off-Site AsphalUConcrete Transition.
