January 19,1998 Mike Cardosa CB RANCH ENTERPRISES 5600 Avenida Encinas Suite 106 Carlsbad CA 92008 CDP 97-49: FLOWER FIELDS SALES FACILITY SECOND ISSUES REVIEW Engineering Department staff have completed a second review of the above-referenced project for application completeness and have determined that the application and plans submitted for the project are now complete and suitable for continued review. Prior to staff making a determination on the project, the following engineering issues of concern still must be adequately add ressed/resolved: 1. Please submit a recorded copy of Preliminary Title Report (PR), Schedule "6" Item No. 28, "Contract of Improvements." 2. Thank you for dimensioning the drive aisle adjacent to the proposed parking area. Just indicating that the drive aisle is at a 24' minimum, when it actually measures 20' in width, however, is unacceptable. The future 24' drive aisle width must also actually measure 24'. Even though the remainder of the parking lot will be "constructed" in the future, it must be designed correctly now so that drive aisle width deficiencies are not built into the plan. Therefore, please revise so that all drive aisles have a minimum width of 24'. 3. Thank you for supplying the PR and mapping information to verify the public right of way at the curb return at the northeast corner of the Palomar Airport Road (PAR)/Paseo Del Norte (PDN) intersection. The Carlsbad Ranch Tract Map (FM 94-09) does indicate that a right angle does exist at this location, as well as at the northwest corner of the PAWArmada Drive intersection. On the project's site plan, however, a radius is now being shown at the PAWPDN intersection. This is incorrect. Therefore, either change the radius back to the 90' configuration or leave the radius as is being shown and label it as "proposed right of way dedication." 4. Thank you for identifying the loading zone for this project. The loading zone which was identified, however, is within a drive aisle. This is unacceptable, unless the drive aisle is increased to a minimum width of 32'. Also, as previously requested, please indicate the truck circulation patterns.
