Any petition or other paper seeking judicial review must be filed in the appropriate court not later than ninety (90) days following the date on which this decision becomes final; however, if within ten (IO) days @er the decision becomes final a request for the record 01 the proceedings accompanied b.v the required deposit in an amount su@x-nt to cover the estimated cost ofpreparation of such a record, the time within which such
