CDP 97-49: FLOWER FIELDS SALES FACILITY
COMPLETENESS REVIEW & INITIAL ISSUES STATEMENT
Engineering Department staff have completed a review of the above-referenced project for
application completeness and have determined that the application and plans submitted for the
project are incomplete and unsuitable for continued review, due to the following incomplete items:

Please indicate the date of preparation on the site plan.
Please add Coastal Development Permit (CDP) 97-49 to the site plan.
Please add the name of the sewer and water district serving the project.
Please show the locations of any existing and proposed fire hydrants.
Please indicate the proposed project's Average Daily Traffic (ADT) utilizing the current
San Diego Association of Governments (SANDAG) trip generation rates.
Indicate typical street cross-sections for Palomar Airport Road (PAR 1 and Paseo Del Norte
(PDN). Label existing and proposed right of way and improvements.
Submit a recent Preliminary Title Report (PR) (issued within 6 months of formal application
submittal).
All easements and encumbrances as identified in Schedule "B of the PR must be indicated
on the site plan. The future disposition of any easements and encumbrances must also be
identified.
Please indicate the amount of grading proposed for the project in cubic yards of cuUfill and
import/export. If no grading is proposed, indicate this on the site plan.
10. In accordance with item 9 above, delete "General Note" 4.
11. Please show spot elevations throughout the site to indicate proposed drainage patterns.
12. Indicate how National Pollutant Discharge Elimination System (NPDES) criteria will be met.
This could include, but not be limited to, doing one or a combination of the following: directing
surface run-off through vegetated swales prior to discharge to a storm drain or the public right
of way; constructing a gravel/sand/fossil type filter system; constructing de-pollutant basins;
etc.

13. Show all of the existing improvements (Le., curb & gutter, sidewalk, street light standards,
striping, etc.) along the project's frontage at PAR.
14. The underlying topography indicates a full parking lot for the site. Is this the future plan?
Identify this on the site plan.
15. Dimension the drive aisle adjacent to the proposed parking area. Please be advised, drive
aisles must have a minimum width of 24'. This drive aisle currently measures approximately
20' in width.
16. Verify the right of way at the northwest comer of PAWPDN. It should not be at a right angle.
Supply documentation verifying this right of way.
17. Please clarify "Key Notes" 4 6 11.
18. The driveway approach and proposed asphaltlconcrete (NC) paving (reference "Key Notes" 4
& 8) show the same designation for concrete and NC. Please indicate these two surfaces
differently.
19. Please identify any loading zones and truck circulation patterns.
20. A red-lined check print is enclosed for the applicants use in making the requested revisions.
This check print must be returned to facilitate continued staff review.
