SUBJECT: CDP 97-49 - Flower Fields Retail Sales Building
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Minor Coastal Development Permit, application no. 97-49,
as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, November 10, 1997, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

LIST OF ITEMS NEEDED

Planning:
1. Provide on the plans the dimensions and locations of: access, both pedestrian and
vehicular, number and typical dimension of parking spaces.
2. Dimension building setbacks from property lines.
3. Indicate the height of all fences.
4. Revise the plans to list the number of paved parking spaces to be provided.
5. Sign the enclosed form certifying that the property owners list and address
information provided represents the latest equalized assessment rolls from the San
Diego County Assessor's Office.

Please indicate the date of preparation on the site plan.
Please add Coastal Development Permit (CDP) 97-49 to the site plan.
Please add the name of the sewer and water district serving the project.
Please show the locations of any existing and proposed fire hydrants.
Please indicate the proposed project's Average Daily Traffic (ADT) utilizing the
current San Diego Association of Governments (SANDAG) trip generation rates.
Indicate typical street cross-sections for Palomar Airport Road (PAR ) and Paseo
Del Norte (PDN). Label existing and proposed right of way and improvements.
Submit a recent Preliminary Title Report (PR) (issued within 6 months of formal
application submittal).
All easements and encumbrances as identified in Schedule "B" of the PR must
be indicated on the site plan. The future disposition of any easements and
encumbrances must also be identified.
Please indicate the amount of grading proposed for the project in cubic yards of
cut/fill and import/export. If no grading is proposed, indicate this on the site
plan.
In accordance with item 9 above, delete "General Note" 4.
Please show spot elevations throughout the site to indicate proposed drainage
patterns.
1 2. Indicate how National Pollutant Discharge Elimination System (NPDES) criteria
will be met. This could include, but not be limited to, doing one or a
combination of the following: directing surface run-off through vegetated swales
prior to discharge to a storm drain or the public right of way; constructing a
gravel/sand/fossil type filter system; constructing de-pollutant basins; etc.
13. Show all of the existing improvements (i.e., curb & gutter, sidewalk, street light
standards, stripinq, etc.) along the project's frontage at PAR.
14. The underlying topography indicates a full parking lot for the site.

15. Dimension the drive aisle adjacent to the proposed parking area. Please be
advised, drive aisles must have a minimum width of 24'. This drive aisle
currently measures approximately 20' in width.
16. Verify the right of way at the northwest corner of PAR/PDN. It should not be at
a right angle. Supply documentation verifying this right of way.
17. Please clarify "Key Notes" 4 & 1 1.
18. The driveway approach and proposed asphalt/concrete (A/C) paving (reference
"Key Notes" 4 & 8) show the same designation for concrete and A/C. Please
indicate these two surfaces differently.
19. Please identify any loading zones and truck circulation patterns.
20. A red-lined check print is enclosed for the applicants use in making the
requested revisions. This check print must be returned to facilitate continued
staff review.
ISSUES OF CONCERN
Planning:
1. On sheet 1 please make the following revisions:
a. For key note number 1 please list the fence height.
b. Revise the "Description of Work" section to read as follows: "Addition of new
structure to the existing 2,000 square foot structure."
c. Under the sheet schedule section delete references to sheets 3,4,6,7,8, and 9.
Change existing sheet 5 to sheet 3.
d. In the "Project Data" section delete the floor area allowed line.
e. In the lower right hand corner of the sheet revise the sheet to read sheet 1 of 3.
2. On sheet 2 please make the following revisions:
a. Revise the paved parking aisle width to measure 24 feet in width and dimension
the width on the plan.
b. Label and dimension the typical parking space width as 9 feet.
c. Label the number of paved parking spaces which will be provided. The plans
indicate that 33 spaces will be paved.
d. Show the area to be landscaped, dimension the planter width, and list the
species of plant material being proposed. The minimum width permitted is 4
feet. Provide paved parking area calculations and demonstrate that a minimum
of 3 percent of the paved parking area will be landscaped.
e. Add to keynote number 4 that the concrete approach is existing per SDP 96-03.
f. Add to keynote number 9 that the minimum walk width will be 4 feet.
g. Delete keynote number 12 as it is not used on the plans.
h. In the lower right hand corner of the sheet revise the sheet to read sheet 2 of 3.
3. In the lower right hand corner of sheet 5 revise the sheet to read sheet 3 of 3.
