The subject site had been previously used in the growing of small plants in greenhouses. The City of Carlsbad had requested that some testing be performed prior to grading to assess the presence of pesticide residues and to monitor the site during grading operations in order to further evaluate the potential for significant amounts of soil contaminated with pesticides or fertilizers. The results of the tests performed prior to grading were presented in the referenced Limited Phase I1 Environmental Study report. The site was monitored continuously by a member of our technical staff and periodically by a member of our geologg/mvironmental staff as gradmg proceeded. The grading was performed in accordance with the requirements of the project geotechnid report No areas identified as containing significant amounts of soil contaminated with pesticides or fertilizers were observed during gradmg operations. Representative samples of the soils exposed at finish grade have been obtained; one sample was obtained from each quadrant. The samples were submitted to an approved environmental testing laboratory under chain-of-custody procedures for analysis for pesticide residue. Preliminary remediation goals (PRGs) for residential soil established by the United States Environmental Protection Agency for toxaphene, dieldrin, DDT/DDE, and DDD are 0.4 mg/kg, 0.O28mg/kgy 1.7 mg/kg, and 2.4 mg/kg, respectively. The "no significant risk" level assumes that that the occurrence of one excess lifetime cancer in a population of one million is "not significant".
