HomeMy WebLinkAboutCDP 98-03; Carlsbad Boulevard U-Turn at Poinsettia Lane; Coastal Development Permit (CDP) (2)6&^ jti / -2/ C a- c. £-• /j ,> ^^? >-^ /^; x1 . -A-V 'a ^^ 18 December, 1997 TO: Assistant Planning Director FROM: Management Assistant, Engineering CARLSBAD BOULEVARD U-TURN AT POINSETTIA LANE me Engineering Department is at the beginning stage of a Capital improvement Project to add a left turn lane on northbound Carlsbad Boulevard at Poinsettia Lane, to allow u-turns at Poinsettia. Currently, vehicles must proceed to Palomar Airport Road to make a legal u- turn. This project is included in the CIP, and we would like to construct the lane before summer, 1998. All construction on this project will occur within the existing Right of Way. There is no sensitive vegetation within the area of work or nearby. The project will not increase the traffic volumes. Previous similar roadway improvement projects have been exempted per CEQA1530KO, and we request an exemption for this project. Preliminary discussions with Mike Grim have indicated that the exemption should be possible. I am including an application for a Minor Coastal Development Permit for the project. A Minor CDP is appropriate because the cost of the improvements is less than $60,000, no other discretionary approvals are required, and the project is consistent with the LCP. Please keep me apprised of the status of these requests, as we would like to complete this project before next summer. MICHAEL N.
