CT 9%Ol/SDP 98-OIICUP 98-011 CDP 98-04, as to the project issues ofconcern. Planning: I. The project’s landscape plan is not in conformance with the adopted Master Plan. The Master Plan’s Landscape Guidelines states that the community landscape concept will reinforce the riparian woodland and upland bluff natural areas, provide transitional buffers to developed areas and include, within the development areas, more natural arrangements of dant materials in contrast to the formal arrangements typical of most urban settines. To facilitate the blending of the developed areas with the natural areas consider using building, wall, and roof colors that are more natural earth tones such as dark browns and tans. 2. The project’s site plan is not in conformance with the Master Plan. The Master Plan prohibits more than 4 dwelling units located on a private cmnm~n driveway, and the length of a private cul-de-sac street must not exceed 250 feet. 3. The single-family homes, including the garages, along the straight street are too monotonous in design and will detract from the street scene. To create a more quality pedestrian environment for the community, consider a different house design that moves or turns the garage away from the street. moves the living portion of the home closer to the street, and incorporates a front entry or porch that is also closer to the street. Also consider moving the sidewalk away from the street and incorporating a landscaped strip between the street and sidewalk. This design will also create a more level walking surface by avoiding the driveway apron which creates an uneven surface due to the driveway curb return - (See the marked plans for more specific details). 4. To help facilitate the use of the public trail along the riparian corridor, consider creating more trail connections with the project’s pedestrian sidewalk system. 5. The City’s Parking Ordinance requires that each space be 170 square feet in size. The ordinance also prohibits the mixing of regular and compact parking spaces in the same parking aisle. The City’s Landscape Manual requires the dividers between parking spaces to be at least 6 feet wide. Please designate the handicap parking spaces and show compliance with ADA access standards on the site plan exhibit. 6. See the marked plans for additional issues of concern. Please return all marked plans with the re-submittal of the application.
