Escondido Blvd. Escondido CA 92025 SUBJECT: CDP 98-05 - JENSEN TENTATIVE PARCEL MAP Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department has reviewed your Coastal Development Permit, application no. CDP 98-05, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directly to your staff planner by appointment. AH list items must be submitted simultaneously and a copy of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initially filed, January 15, 1998, to either resubmit the application or submit the required information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. Please modify the tentative map to conform to the R-l standards. 2. The proposed subdivision would intensify the potential development on the coastal bluff top. These proposed lots could be severely constrained, considering the front yard setback from Carlsbad Boulevard and the necessary bluff top setback. Additionally, the creation of three dwellings instead of one increases the likelihood of impermeable surfaces (such as roofs, decks and patios), thereby intensifying the amount of drainage. Please submit a geotechnical study to show the developable area of each lot, based upon bluff top setbacks, and the potential impacts, and any necessary mitigation, of increased drainage on bluff stability. Engineering: 1. Please refer to the Initial Issues Review letter for Minor Subdivision MS 98-01, dated February 5, 1998, for the Engineering Department's issues of concern. LIST OF ITEMS NEEDED TO COMPLETE THE APPLICATION No. CDP 98-05 - JENSEN TENTATIVE PARCEL MAP Planning: 1. In accordance with Section 21.201.080(A)(2), any coastal development permit that requires another discretionary approval cannot qualify as an Administrative Coastal Permit. Since this subdivision requires a tentative parcel map, the Coastal Development Permit must be a major permit. The corresponding fee for a 4 lot CDP is $1,000.00. The fee received with CDP 98-05 was $175.00. Please submit the balance due ($825.00). Mailing notices for the public hearing will be collected once the item is scheduled for the Planning Commission. Engineering: 1. The Preliminary Drainage Study was not included in the Engineering package. 2. Please indicate all easements and encumbrances, with the recordation number and date, in accordance with the title report. 3. Please show any existing driveways, street lights, public improvements, fire hydrants, etc.. which are adjacent to and across the street from this project. 5. Show street improvements, existing and proposed. 6. Show proposed method and path of drainage. 7. Include proposed grading plans. 8. Show proposed location of sewer, water and utility services, (keep meters and laterals out of driveway) Additionally, staff has conducted a review of the project for engineering issues of concern. Please refer to Minor Subdivision 98-01 for further comments and issues. ISSUES OF CONCERN Planning: 1. The Planning Department cannot support the creation of a unbuildable lot for the purposes of public access. The minimum lot width and street frontage for lots in the R-l, Single Family Residential Zone is 60 feet. Staff can find nothing in the California Civil Code Section 846 (as referenced in your application letter) that would exempt the
