NEGATIVE DECLARATION
Prqject Address/Location: City of Carlsbad, California - Jefferson Street between Las Flares Drive
and Oak Avenue and Oak Avenue between Jefferson Street and A.T.&S.F. Railroad right-of-way.
Pa-ojcct Description: The project site includes the pavement area within Jefferson Street between Las
Flares Drive and Oak Avenue and the pavement area within Oak Avenue between Jcffcrson Street and
ihe A.I‘.&S.I’. Railroad right-of-way. ‘l‘hc project consists of the replacement of the VistaiCarlsbnd
intcrccl,tor gravity sewer pipeline in Jeffwon %I-eet and the replacement and realignment of the gravity
sewer pipeline in Carlsbad Village Drive to be realigned in Oak A\,enue (reaches VCSB through VC9).
the project will replace approximately 2,000 lineal feet of 27-inch pipeline with 36-inch pipeline, and
approximately 3,700 lineal of 36-inch pipeline with 42-inch pipeline and will replace 15 access holes.
The pipeline and access hole replacement is necessary due to deterioration caused by hydrogen sulfide
corrosion.
The City of Carlsbad has conducted an environmental review of the above described project pursuant to
the Guidelines for Implementation of the California Environmental Quality Act and the Environmental
Protection Ordinance of the City of Carlsbad. As a result of said review, a Negative Declaration
(declaration that the project will not have a significant impact on the environment) is hereby issued for
the subject project. Justification for this action is on file in the Planning Department.
A copy of the Negative Declaration with supportive documents is on tile in the Planning Department,
2075 Las Palmas Drive, Carlsbad, California 92009. Comments from the public are invited. Please
submit comments in writing to the Planning Department within 30 days of date of issuance. If you have
