That the project be denied for the following reasons: Grading: Quantities: Grading quantities were not identified on plans. Because of the pre- graded pads, It appears that a permit will be not be required. Grading plans will be part of the building permit process. Permit Required: No Offsite Approval required/obtained: Possible / NO Hillside Grading Requirements met: No Preliminary Geotechnical Investigation Performed by: If required, will be part of building permit process Comment: No major grading issues are associated with this proposed project except that limits of grading and lot drainage to the street are critical. Again, no grading concept was shown. Drainage and Erosion Control: Drainage Basin: DA Preliminary Hydrology Study Performed by: N/A Erosion Potential: Low if pad drains to street and open space is not graded. Land Title: Conflicts with existing easement: No Easement dedication required: No Site boundary coincides with land title: Yes Comment: No major land title issues are associated with this proposed project. Improvements: Frontage Improvements Required: No Standard Variance Required: No Comment: Navigator Circle exists as a fully improved roadway. Engineering Conditions General Note: Unless specifically stated in the condition, all of the following engineering conditions, Prior to the issuance of building permits. Fees/Agreements 33.C. Building permits will not be issued for development of the subject property unless the District Engineer determines that sewer facilities are available. 50. The developer shall pay all current fees and deposits required. 47. The owner of the subject property shall execute an agreement holding the City harmless regarding drainage across the adjacent property. Grading 57. Prior to hauling dirt or construction materials to or from the site, the developer shall submit to and receive approval from the City Engineer for the proposed haul route. The developer shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. 58. The developer shall exercise special care during the construction phase of this project to prevent offsite siltation. Planting and erosion control shall be provided in accordance with the Carlsbad Municipal Code and the City Engineer. 47. Rain gutters must be provided to convey roof drainage to an approved drainage course or street. The developer shall submit a letter from the project Soils Engineer supporting the proposed 3' distance to drainage swale from building, to the satisfaction of the City Engineer. If not approved by the Soils Engineer the project shall be redesigned to conform to City Standards.
