CDP 98- 16. It appears that many of the items listed in our letter to you dated March 12, 1998 have been resolved on the plans dated April 18, 1998. However, some items remain unaddressed or unsatisfactorily addressed. The attached list indicates items remaining to be addressed. Once these items are addressed, we can schedule a Planning Commission hearing date for the project. The Poinsettia Shores Master Plan (p. 117-l 19) regulates the development and build out of the five vacant lots located in the Rosalena project. Consistent with those regulations, one of the five remaining lots must be a single story residence with a maximum building height of 18 feet. Please be sure your product complies with this height limit. While labeling the plans with a maximum is helpful, the plans also need to measure a maximum of 18 feet. 2. No building permits will be issued for Lots 20-24 until a trail easement has been secured to the satisfaction of the City Attorney; or the trail is completely constructed to the satisfaction of the City Engineer and Planning Director. This will be a condition of approval of the project. 3. Be advised that the City will not issue permits for any rear yard improvements until the Coastal Commission provides a letter allowing the proposed improvements to be permitted. The reason for this is that the required bluff top trail has not been constructed. The City and coastal Commission have worked extensively with the Rosalena Homeowners Association (HOA) over the past several years to provide guidance on amending the master plan to formally re-align the trail off of the bluff top. The HOA has not responded to this situation and the lack of a bluff top trail or pending master plan amendment to re-align the trail now prevents the Coastal Commission from sanctioning any rear yard improvements. Therefore, the City will not issue any rear yard structure permits until the trail is constructed; or until the Coastal Commission informs the City in writing that permits may be issued. 4. Thank you for labeling the setbacks on the plans. The following items need to be addressed: n Please label the architectural ,feature at the northern (left-front) comer of the house. Is this a planter? . The dimensions on the northeaster (left) side of the house footprint are labeled NTS. Please draw the dimension to scale and label the remaining distances. 5. Please show location, height, and materials of.all walls and fences, including privacy, side-yard fencing. 6. The Zoning shown in the Summary Table is incorrect. Please indicate the existing General Plan Land Use as RM (Residential Medium Density) and the Zoning as PC (Planned Community). 7. Thank you for indicating that the pad is existing graded. Please also indicate whether any additional grading is proposed. If no grading is proposed, please note “‘No proposed grading” on the plans. 8. Please show the spot elevations at the front comers of the pad. 9. Please be advised that the applicant must bring one copy of a colored site plan and one copy of a colored elevation to the Planning Department by 12:00 noon, eight (8) days prior to the Planning Commission meeting. Do not mount the exhibits. 10. Please be advised that when the application is tentatively scheduled to be heard by the decision making body, the project planner will contact the applicant and advise you to submit the radius map, two sets of property owners list and labels, as required for Coastal Development Permits.
