PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: Poinsettia Shores Master Plan: Planning Area C
APPLICANT NAME: Greystone Homes Inc.. A Delaware Corporation
Please describe fully the proposed project by application type. Include any details
necessary to adequately explain the scope and/or operation of the proposed project. You
may also include any background information and supporting statements regarding the
reasons for, or appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation:
Background
On April 13, 1999, the Carlsbad City Council approved a Tentative Map (CT 98-06), a
Condominium Permit (CP 98-05), a Hillside Development Permit (HDP 98-40) and a Coastal
Development Permit (CDP 98-27) for Planning Area C of the Poinsettia Shores Master Plan.
These approvals allowed for the development of 28 residential duplex lots with 56 dwelling
units.
The development team for Greystone Homes has been working on the final map, grading
plans and improvement plans since the approval of the project by the City Council. The final
development documents are near receiving approval which would allow for grading to
commence on the project site. However, condition number 4 of the Coastal Development
Permit prohibits grading between October 1 and April 1.
Request
With this application, Greystone Homes is requesting that condition number 4 of Planning
Commission Resolution No. 4463 be amended to allow for grading to occur up to
November 15, 1999.
Greystone Homes has agreed to perform certain improvements to Windrose Circle, install a
reclaimed water line within Windrose Circle and diligently continue to process the final map,
improvement plans and landscape plans for Planning Area C.
