Recently I received a letter in the mail concerning initiation of work on the Santalina, Poinsettia Shores
Area C development. The schematic on the back of the map makes it dear that the southern outlet of
Neptune Drive will intersect Navigator Circle directly across from my home (662 Compass Ct). The
effects of traffic using this intersection, particularly at night, will negatively affect not only the quality of
life of the neighborhood, but also the value of our homes. This would be unacceptable.
I understand the need to develop this piece of property, but the plan for the southern terminus of
Neptune demonstrates a lack of consideration for the families that have already invested in the
community. My preference would be for no outlet onto Navigator drde at all, but the Greystone
engineers at least could have planned for it to end across from the north end of Compass Court.
If the argument has been that there is a requirement for an alternate emergency access to the new
neighborhood, then access to this intersection can be restricted. Otherwise, the lights of every car that
exits Santalina Area C onto Navigator Cirde at night win shine directly into the homes and yards of the
houses across the street, and the amount of traffic on Navigator Cirde will dramatically increase
This problem can be avoided by making the gate at this location available for emergency vehicle use
only, or if this proves impossible, for the developers to make provisions (sound wall and landscaping on
the west side of Navigator Cirde) to minimize the impact on the existing community. This restriction will
not affect the residents of Santalina at all. They can just as easily use the Windrose Circle access and
emergency services can maintain the keys to the Navigator Cirde access. There are already two
examples of gates with restricted access in the existing San Pacifico development.
While I have only recently purchased my home (July 99), my neighbors have made it dear that this is
not a new issue, and that Greystone is attempting to initiate construction without the concurrence of the
local community as required. A remedy to the disagreement is available however. Restricting access at
this gate to emergency vehides only is an easy way to satisfy all parties and to ensure that the
Sarrtalina development is well received by the existing community.
I have spoken to the project manager at Greystone, Mr. Matthew J. Howe, and he said that the
decision to restrict access lies with the city not with Greystone. It does not require any change to
existing plans, it just requires a lock on a gate. Please raise this issue at the upcoming Public Hearing
on 20 October. My neighbors, my wife, and I will be there to listen and provide testimony should it be
required.
