The Planning Department has reviewed your Coastal Development Permit and Hillside Development Permit, application numbers CDP 98-30 and HDP 98-06, as to their completeness for processing. The applications are complete, as submitted. Although the initial processing of your applications may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the applications, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the applications. Please see the attached list of items that need to be addressed. In addition, you should also be aware that various design issues may exist. These issues must be addressed before these applications can be scheduled for a hearing. The Planning Department will begin processing your applications as of the date of this communication. A drainage study must be completed by a registered engineer to determine which brow ditch design (Type A, B, C or D?) to use along the north and east boundary line. The study must also determine the amount of existing runoff vs. the amount of runoff resulting from the proposed development since runoff resulting from a 10-year frequency storm of a 6 hour or 24 hour duration under developed conditions must be equal to or less than runoff from a storm of the same frequency and duration under existing undeveloped conditions. The minimum distance permitted between top of slope and property line is 3.5 feet when the slope is less than 10 feet high. Please revise plan to reflect this standard at the southeast corner of the property. Installation of street improvements will be required before building permits can be issued. Improvements will include sidewalk, curb, gutter, and repaving half the street. A condition will placed on the Hillside Development Permit to ensure satisfaction of this requirement. The 5 foot wide section of property fronting on Hoover St. must be dedicated before building permits will be issued. Revise note on plan from "future right-of- way" to "right-of-way to be dedicated". The maximum driveway grade permitted at the approach within the City right-of- way is 2%. Nine percent is proposed. The two percent maximum would also apply to the area of the right-of-way to be dedicated. The 2:l slopes proposed on each side of the driveway tapers into the street right-of-way. No slope greater than 2% is permitted within the City right-of- way. Please revise plans so that the slope does not encroach into the existing public right-of-way or the 5 foot wide right-of-way to be dedicated. Provide proof that a private drainage easement has been obtained to permit drainage flow onto another property. Also, indicate the direction of drainage at the bottom of the fill slope. Will runoff extend onto the adjacent property or are you proposing to create flow to the right-of-way? If you wish to avoid obtaining a drainage easement, it appears that the drainage ditch at the rear of the property can be routed to flow to the pad. There are discrepancies between the site plan and the grading plan. Discrepancies* include the use of area drains, the alignment of the driveway, and the location of slopes. Please revise the site plan to match the grading plan. Attached are redlined plans to illustrate the aforementioned comments. Please return this redlined plan with your resubmittal. '
