Attached for your review is the agenda bill requesting authorization to bid for Faraday Avenue
Grading and Drainage Improvements.

TITLE: AUTHORIZATION TO ADVERTISE FOR BIDS
FARADAY AVENUE GRADING AND DRAINAGE
IMPROVEMENTS

RECOMMENDED ACTION:
Adopt Resolution No. approving plans and specifications and authorizing the City Clerk
to advertise for bids for the construction of Faraday Avenue Grading and Drainage Improvements,
Project No. 3593.
ITEM EXPLANATION:
Staff recommends approval of the plans and specifications to construct Faraday Avenue from it's
existing westerly terminous to Cannon Road. Features of the construction of Phase I include the
grading of the roadway, construction of backbone drainage system and construction of two pedestrian
undercrossings. Construction is expected to take six months.
ENVIRONMENTAL REVIEW:
The Planning Director has determined that the requested action is consistent with prior CEQA review.
The project was reviewed in the Mitigated Negative Declaration, approved on September 8, 1998.
Significant environmental impacts identified by those CEQA documents were determined to be
mitigable to levels of less than significant. Permits from the resource agencies are in the final stages of
approval.
FISCAL IMPACT:
The total cost of Phase 1 is estimated to be $1,600,000. Funds will be Community Facilities District
No.. Funds are currently available in the project account.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF FARADAY
AVENUE GRADING AND DRAINAGE IMPROVMENTS. PROJECT NO.
3184
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary, desirable, and in the public interest to construct Faraday Avenue Phase I from its
existing westerly terminous to Cannon Road; and
WHEREAS, the Planning Director has determined that this project described in the
Mitigated Negative Declaration Case No. CDP 98-39 is within its scope; and
WHEREAS, there will be no significant unmitigable effect, not analyzed therein; and
WHEREAS, the plans and specifications for furnishing of ail labor, material, tools,
equipment, transportation and other expenses necessary or incidental for said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, funding from Community Facilities District No. 1 includes funds to construct
this project and said project is included in the 1998/99 Capital Improvement Program .
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents as presented are hereby
approved.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, Notice to Contractors Inviting Bids for the construction of Faraday
Avenue Phase I, Project No. 3593.
