Date: 6/11/9810:32AM Subject: 3593 - Faraday Avenue Don Rideout and Christer Westman discussed the CIP environmental review with Richard Allen and I. The CIP did do environmental for Faraday. It was determined that additional environmental was required for Faraday Avenue (and a long list of other projects). The mitigated negative declaration is required. After discussion we came to the following resolutions: 1. The timing of the preparation of the consultant agreement and agenda bill preparation and scheduling for City Council are such that they will go with the migrated neg. neg to City Council at the end of July and the final design contract will be the "project". 2. The Coastal Development permit will begin processing in July. This needs to go to City Council and will go independently of any other action associated with Faraday. 3. Sherri will prepare an agenda bill to the City Council requesting they "reserve" 6 acres of the 5% coastal sage scrub (ess) until final design is complete and real ess impacts are known. Since Faraday has not shown up as a City Council priority on any list made available to the Planning Department, it was decided that reservation request should be from Engineering. I will try to make City Council meeting first Tues. in July. If there are any issues, concerns or if We are headed down the wrong path, please let me know. This was the first year that we have attempted to do any real CEQA analysis of the CIP, and we put all of the projects into three categories. One category was projects for which there was not adequate information to make a determination, and all of these projects were noted as requiring subsequent CEQA action as part of preliminary design. So we still need to do CEQA for Faraday, but I believe it can be done fairly quickly so that it doesn't slow down the process of getting final design started. I will be available to help with this while Christer is on vacation. This is key as we are accelerating the final design of Faraday and we can get design contract for engineering and CMWD under way now rather than waiting for negative declaration. Date: 3/9/99 5:19PM Subject: Faraday Avenue additonal CSS take As a follow-up to the memo I sent to Bob and Richard and the conversation I had with Christer I wanted to let everyone know what is happening with Faraday. A bidder identified a problem with the proposed 11/2:1 slopes in that the remedial soils works actually took the slope back beyond the limits of work. The engineer looked at both the 11/2:1 slopes and the 2:1 slopes originally proposed and determined the take of coastal sage to be almost the same, but a substantial cost savings with the 2:1 slopes. I have spoken with Julie Vanderwier of the USFWS requesting to process the 4(d) and do the 0.6 acres of take now while we resolve mitigation. She is going to speak to her management tomorrow and I am forwarding the 4(d) letter to her to present to management. I spoke with Chang of Techbuilt. They have CSS available at Manchester and could make the 1.2 acres available from Carlsbad Highlands if they absolutely are required to. The cost for the 1.2 acres should be just under $25,000 so it would not need to go to City Council. The bid opening ws pushed to March 18,1999 so designer could resolve all issues around the redesign of the slopes and affects to bid schedule.
